About this opportunity

The National Institute of Standards and Technology (NIST), a Department of Commerce agency, is procuring a brand name only phosphor plate scanner to replace their existing 20-year-old GE Healthcare Typhoon FLA 7000 system that is no longer supported by the manufacturer. The Materials Measurement Science Division requires an Amersham Typhoon IP scanner with specific technical capabilities including 20 cm by 25 cm scanning capability, 635nm laser wavelength, 10-micrometer pixel size, 16-bit data depth, and compatibility with Windows 11 and ImageJ software. This combined synopsis/solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures for commercial items, with quotations due by August 29, 2025, at 1:00 PM EST. The procurement is justified as brand name only because NIST has significant investment in existing phosphor imaging plates, exposure cassettes, staff training, and operating procedures that are compatible with the specified replacement system. The solicitation falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees.

This procurement is designated as a 100% small business set-aside under the total small business set-aside program. The current system being replaced is a GE Healthcare Typhoon FLA 7000, with the technology and design now owned by Cytiva and marketed as the Amersham Typhoon IP. The required deliverables include one phosphor imaging plate scanner and its operations manual, with delivery required within 60 days after contract award. The procurement supports NIST's background monitoring programs and is designed as a drop-in replacement to preserve the government's existing investment in related equipment and minimize staff retraining requirements. Contractors must comply with comprehensive federal requirements including electronic invoice submission through the Treasury's Invoice Processing Platform and various supply chain security provisions.

COMBINED SYNOPSIS/SOLICITATION

Procurement of a Brand name only phosphor plate scanner

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.

The due date for quotation is 08/29/2025, 1:00pm EST

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05 effective August 7th, 2025.

The associated North American Industrial Classification System (NAICS) code for this procurement shall be 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees.

This acquisition is being procured as a Brand name only, 100% small business set aside competition.

Brand name is based on the following:

The National Institute of Standards and Technology (NIST), MMSD has a large investment in phosphor imaging plates and the related exposure cassettes as well as significant time invested in staff training and developing safe operating procedures for our current phosphor plate scanning system. The existing system, a GE Healthcare Typhoon FLA 7000 is over 20 years old and no longer supported by the manufacturer.

This technology and design were purchased by Cytiva and is marketed as Amersham Typhoon IP.

The procurement of the Amersham Typhoon IP, is a drop-in replacement for theTyphoon FLA 7000, will allow MMSD to make use of the existing and large Government investment of existing phosphor plates and cassettes and will save time in retraining staff and developing operating procedures. Thus, enabling the programmatic work to continue without pause.

The MMSD’s current phosphor plate scanner (autoradiography) system is over 20 years old and is no longer supported by the manufacturer.  If there is a component failure, MMSD will likely lose its ability to perform phosphor plate scanning.  The primary use for this tool is the background monitoring program that ensures there is no trace particle contamination in labs after handling naturally occurring minerals and known radioactive sources for sample preparation and laboratory examination.  This monitoring process is many times more sensitive than levels of interest to Health Physics but is done to prevent project cross contamination.  This contract is for the purchase of a replacement phosphor imaging plate scanner that will work seamlessly with the existing imaging plates, exposure cassettes, and plate erasers in MMSD.

Line Item 0001: one: Amersham Typhoon IP in accordance with the specifications in the requirements document.
