About this file
This document is a Statement of Requirement for the purchase of a phosphor plate scanner system for the Materials Measurement Science Division (MMSD) at the National Institute of Standards and Technology (NIST). The procurement is for a replacement scanner to support background monitoring programs, with specific technical requirements including a 20 cm by 25 cm scanning capability, 635nm laser wavelength, 10-micrometer pixel size, 16-bit data depth, and compatibility with Windows 11 and ImageJ software.
The solicitation is a 100% small business set-aside, targeting a brand-specific Amersham Typhoon IP scanner as a direct replacement for an existing 20-year-old GE Healthcare Typhoon FLA 7000 system. The required deliverables include one phosphor imaging plate scanner and its operations manual, to be delivered within 60 days after award. The solicitation is open until August 29, 2025, at 1:00 PM EST, with the procurement falling under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The total procurement is aimed at maintaining NIST's existing infrastructure and minimizing staff retraining.

STATEMENT OF REQUIREMENT
TITLE: Purchase of a phosphor plate scanner system
I. BACKGROUND INFORMATION
The Material Measurement Laboratory’s Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis.
Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale particles, inclusions/occlusions on substrate surfaces, or monolayer/multilayer films. Particles are particularly challenging because they are difficult to manipulate without losses and keep them where you want them without influencing the pending analysis.
MMSD’s current phosphor plate scanner (autoradiography) system is over 20 years old and is no longer supported by the manufacturer. If there is a component failure, MMSD will likely lose its ability to perform phosphor plate scanning. The primary use for this tool is the background monitoring program that ensures there is no trace particle contamination in labs after handling naturally occurring minerals and known radioactive sources for sample preparation and laboratory examination. This monitoring process is many times more sensitive than levels of interest to Health Physics but is done to prevent project cross contamination. This contract is for the purchase of a replacement phosphor imaging plate scanner that will work seamlessly with the existing imaging plates, exposure cassettes, and plate erasers in MMSD.
II. SPECIFICATIONS
The contractor shall provide a phosphor imaging plate scanner system that meets the following minimum technical requirements.
System Requirements:
• The system must scan exposed phosphor imaging plates and capture the image information in a high dynamic range electronic image format (square root encoded 16-bit .GEL). The image format must be readable by the open source ImageJ software.
• Must be capable of scanning a 20 cm by 25 cm plate in a continuous scan.
• Laser wavelength 635nm, emission filter 390nm band pass.
• Minimum scanning pixel size of 10 micrometers.
• 16-bit data depth.
• System must operate on 115V +/- and 60 Hz power.
• Operating software must operate on a NIST managed Windows 11 operating system.
• The system must include an operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software.
o The manual may be supplied in hard copy or electronic format (or both).
Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon acceptance by the government.
