About this opportunity
The Defense Contract Management Agency intends to award a limited-sources Basic Ordering Agreement for Recognized Assessor services supporting the Blue List Program's security assessments of small unmanned systems, related components, and manufacturing equipment, with an estimated five-year value of $10 million.
The justification cites FAR 6.103-1 and 10 U.S.C. 3204, establishing that only six contractors currently meet the specialized qualifications required to conduct Blue List assessments. These six RAs—Dark Wolf Solutions LLC, Legion X LLC, Association for Unmanned Vehicle Systems International, URSA Inc, Modern Technology Solutions Inc, and Edgesource Corporation—were identified through the Defense Innovation University's prior full and open solicitation, which evaluated 40 interested sources. Required services include supply chain analysis and cybersecurity risk assessments. Individual order prices will be determined as fair and reasonable through competitive quotations in accordance with FAR 12.204(a) on a Firm Fixed Price basis. The procurement is justified as mission-critical under President's Executive Order 14307 and the Secretary of War's directive transferring Blue List publication and maintenance to DCMA. DCMA plans to conduct future Sources Sought notices and competitive solicitations to on-board additional qualified RAs and promote ongoing competition. The Procurement Center is located at Fort Lee, Virginia. NAICS 541330 (Engineering Services); PSC R425 (Support—Professional: Engineering/Technical).
