Defense Contract Management Agency
About this file
This is a Class Justification and Approval (J&A) document for a non-competitive federal procurement action.
The Defense Contract Management Agency (DCMA) seeks to establish a limited-sources Basic Ordering Agreement (BOA) with an estimated five-year value of $10,000,000 for Recognized Assessor (RA) services supporting the Blue List Program's security assessments of small unmanned systems, related components, and manufacturing equipment. Required services include supply chain analysis and cybersecurity risk assessments performed by qualified contractors. The procurement is being conducted under FAR 6.103-1 authority for limited responsible sources, as only six contractors currently meet the specialized qualifications established through the Defense Innovation University's prior full and open solicitation that evaluated 40 interested sources. The six identified RAs are Dark Wolf Solutions LLC, Legion X LLC, Association for Unmanned Vehicle Systems International, URSA Inc, Modern Technology Solutions Inc, and Edgesource Corporation. Individual order prices will be determined as fair and reasonable through competitive quotations or offers in accordance with RFO FAR 12.204(a). The BOA structure allows for on-boarding additional qualified RAs through future Sources Sought notices and competitive solicitations to promote ongoing competition. The procurement is justified as mission-critical based on President's Executive Order 14307 and the Secretary of War's directive memorandum transferring Blue List publication and maintenance to DCMA. Orders will be placed on a Firm Fixed Price (FFP) basis.

Class Justification and Approval (J&A) For Other Than Full and Open Competition
1. Contracting Office: Defense Contract Management Agency (DCMA), Procurement Center, Fort Lee, Virginia.
2. Type of Contract Action: A new, limited sources Basic Ordering Agreement (BOA) with anticipated Firm Fixed Price (FFP) orders.
3. Description of Supplies/Services: The DCMA Special Programs Unmanned Systems Experimental (US-X) Command’s Blue List Program has a requirement for Recognized Assessor (RA) services in support of Blue List security assessments of products to include small unmanned systems, related components, and manufacturing equipment. Required services include supply chain analysis and cybersecurity risk assessments by qualified contractors designated by the Blue List Program as RAs.
Estimated Contract Amount: Orders will be placed under a Basic Ordering Agreement (BOA) among qualified Contractors over a five-year BOA period. Order amounts will vary, but the Government estimates $10,000,000 in orders over the course of five years.
4. Authority Cited: 10 U.S.C. 3204, as prescribed in FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (extended to limited responsible sources for DoD).
5. Reason for Authority Cited: In accordance with FAR 6.103-1(b), “Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. For DoD, NASA, and the Coast Guard, this authority extends to situations where only a limited number of responsible sources can satisfy agency requirements.” There are currently six qualified RAs originating from the Defense Innovation University’s (DIU) full and open solicitation and evaluation of qualified assessors in June of 2025. Selections were made based on required specialized services and qualifications for Blue List assessments. The six RAs are currently the only Contractors authorized by DCMA to conduct the relevant assessments for the Blue List Program.
6. Efforts to Obtain Competition: DIU’s solicitation for RAs resulted in 40 interested sources, all of which were evaluated and down-selected to six Contractors who met the qualification standards. The Blue List Contracting Officer strategized a BOA that allows for on-boarding new RAs as needed by the Blue List Program. On-boarding will include public Sources Sought (SS) notices before soliciting non-competitive acquisitions and ensuring offers are solicited from as many potential sources as practicable.

7. Fair and Reasonable Cost Determination: Prices on each order will be determined fair and reasonable in accordance with RFO FAR 12.204(a) based on competitive quotations or offers.
8. Market Research Conducted: Market research was conducted to confirm previous full and open solicitation of services for this effort under DIU. The BOA is designed to continue to promote competition for on-boarding RAs going forward.
9. Other Supporting Facts: Operationalizing the Blue List is mission critical based on the President’s Executive Order 14307 “Unleashing American Drone Dominance” dated 6 June 2025 and the resulting directive memorandum from the Secretary of War dated 10 July 2025 titled “Unleashing U.S. Military Drone Dominance” transferring publication and maintenance of the Blue List to DCMA. Failing to implement a functional system for RA services would greatly hinder our warfighter’s ability to procure and leverage drones on the battlefield, ultimately impacting national security interests.
10. Sources: The six RAs identified as the limited responsible sources are Dark Wolf Solutions LLC, Legion X LLC, Association for Unmanned Vehicle Systems International, URSA Inc, Modern Technology Solutions Inc, and Edgesource Corporation.
11. Actions Taken to Remove Barriers: As future requirements evolve, DCMA will monitor and perform market research to determine if comparable services have been introduced to the market to be considered for future requirements.
Justification Approval
Based on the foregoing information, I hereby approve the procurement of Blue List RA services under the Blue List RA BOA on an other than full and open competition basis, pursuant to the authority of RFO FAR 6.103-1, provided that funds are available, or will be available and that the services herein described have been authorized for acquisition.
