About this opportunity
This solicitation seeks proposals to repair 104 unserviceable Ballistic Gas Generators to convert them from an older 5290-15 version to the latest 5290-21 configuration. The Department of the Air Force Materiel Command Nuclear Weapons Center requires the contractor to procure parts, perform inspections and testing, complete repairs, implement quality control programs, and provide reports. Proposals are due by August 20, 2020, and award is expected to be made by August 19, 2020 to the sole source awardee, Nammo Talley.
There is no set-aside designation for this requirement. Nammo Talley is the potential incumbent and current contractor. Work will be performed at Nammo Talley's facility, as foreign participation is prohibited at the prime contractor level and only U.S. persons may handle the export-controlled technical data. The performance period is approximately one year to repair the 104 gas generators, with an option for the government to extend repairs to additional cartridges. A DD2345 form is required to view certain documents containing classified or export-controlled information.

Requirement is to repair unserviceable Ballistic Gas Generators (BGGs) to a serviceable condition. This effort will consist of converting 104 of the older (5290-15) BGGs to the latest version (5290-21).
*IAW FAR 6.302-1, the Government intends to award this contract on a sole source basis to Nammo Talley.
**AFNWC is authorized to exclude all foreign participation at the prime contractor level for subject procurement. Foreign participation is prohibited at the prime contractor level. US-based offerors must disclose any proposed use of foreign nationals (FN), their country(ies) of origin, the type of visa or work permit possessed, and the performance work statement (PWS) tasks intended for accomplishment by the FN(s). Offerors are advised FNs proposed to perform tasks may be restricted under US Export Control Laws due to the nature of the technical data. RESTRICTION ON NON-U.S. CITIZENS (i.e., those holding non-US Passports): This topic is "Export-controlled". The information and materials provided pursuant to or resulting from this topic are restricted under the ITAR, 22 C.F.R. Parts 120 – 130 or the EAR, 15 C.F.R. Parts 710 – 774. Non-US Citizens may perform work under an unclassified award resulting from this topic only if they are designated as a U.S. Person, as defined by 22 CFR § 120.15 or if bidder is able to obtain an export license through the Department of State or Department of Commerce. Non-US Citizens designated as U.S. Persons are not permitted to perform work under a classified award. Non-US citizens will at no time be allowed to work on Air Force installations. Technical information that will be provided to contractors could contain classified data and export controlled material. The loss of classified AF technical/military information would constitute an extreme danger to US National Security and would be useful to an adversary and detrimental to the USAF development of next generation and legacy weapon systems.

Update 8/11/2020: The purpose of this update is to insert a corrected CDRL package and delete the old CDRL package.
Update 9/3/2020: The purpose of this update is to attach a document that contains updated provision and clauses. These provision/clauses replace the applicable provisions and clauses currently listed in the solicitation
Update 9/3/2020: The purpose of this update is to add DFARS Clause 252.232-7007 Limitation of Government's Obligation to the solicitation. The solicitation document itself will not be ammended, but please consider this clause included immedietly.
