1. DESCRIPTION OF SERVICES
The contract consists of a base contract and one option. The objective of the base contract is to repair approximately 50 BGG Cartridges from the Part Number (P/N) 5290-15 configuration to the P/N 5290-21 configuration. The 5290-15 BGG Cartridges will come from Hill Air Force Base, Utah (HAFB) inventory. The objective of the option for repairing up to an additional 50 BGG Cartridges of P/N 5290-15 is based on Government requirements. The Government will ship Government Furnished Property (GFP) comprised of BGG Cartridges, P/N 5290-15, to the contractor facility where the work shall be performed. The contractor shall perform non-destructive checkouts of all repaired Cartridges and destructive functional (acceptance) testing on some of the completed Cartridges at Government approved contractor facilities. The minimum required testing is listed in the document titled “Acceptance Testing Requirements for BGG Cartridge Repair” attached to the Request for Proposal (RFP). The contractor shall ship the remaining repaired BGG Cartridges back to HAFB, Utah using the Government approved Special Packaging Information (SPI).
1.1 Part Procurement
The contractor shall procure all necessary parts needed to repair the 5290-15 Cartridges to meet the 5290-21 configuration. The contactor shall perform all necessary quality control and verification inspections of these parts In Accordance With (IAW) common industry quality standards as agreed upon with the Government at contract kickoff.
1.2 Inspections and Testing
The contractor shall perform and document a visual incoming inspection of the BGG Cartridges based on inspection criteria pre-approved by the contractor and Government. The contractor shall document, at a minimum, any cracks, bent pins, or other abnormal defects and deliver said records to the Government.
The contractor shall perform and document non-destructive and destructive testing of the delivered BGG Cartridges after they have been repaired. Required testing, to include destructive and non-destructive testing, is listed in the RFP attachment titled “Acceptance Testing Requirements for BGG Cartridge Repair”. The requirements are derived from the BGG Cartridge Specification S-133-06657 and drawing number 5290 cage code 12116. If repaired units do not pass any testing, they shall be considered non-conforming and shall not be used as part of the delivered repaired units.
The contractor shall prepare engineering documentation, such as test plans and test reports IAW Intercontinental Ballistic Missile System Directorate (ICBMSD) Operating Instruction (OI) 99- 103, which direct the inspections and acceptance testing of the BGG Cartridges. The Government will review and approve all test and inspection documents prior to the execution of the inspections and testing contained therein. The contractor shall notify the Government two weeks before any destructive or non-destructive testing occurs and shall allow Government attendance at testing as required by the Government. The contractor shall complete all non-destructive and destructive testing IAW approved test plans. The contractor shall transfer all associated documents to the Government before acceptance of the repaired BGG Cartridges, and retain, in written form, all documentation, including test reports, for a minimum of 10 years and provide to the Government upon request.
1.3 Repair
The contractor shall remove and modify the Closure Cap of the 5290-15 BGG Cartridges to accept the propellant viewing. The contractor shall install the necessary parts to convert the 5290-15 Cartridges into the 5290-21 configuration. All work performed shall be documented and approved, and transferred to the Government, before acceptance of the repaired items. (A113, DI-PSSS-80386A, Repairable Item Inspection Report)
1.4 Parts Substitution
The contractor shall identify obsolete parts and evaluate if they are a form, fit, and function substitution and comply with the top level drawing number 5290-21. The contractor shall have all parts substitutions approved by the Government by submitting a Request for Variance (RFV) IAW ICBMSD-HB-63-1105 or an Engineering Change Order (EO) IAW ICBMSD Handbook 62-06. EOs are the preferred approval method. The contractor shall ensure any drawing changes that are required due to part or process changes are approved by the Government and completed.

If a part is substituted, it must be evaluated for impacts to corrosion. Corrosion Prevention and Control (CPC) shall be accomplished in accordance with MIL-STD-1568. Direct surface contact between dissimilar metals, as defined in MIL-STD-889, shall be avoided. If contact between dissimilar metals is required, contact surfaces shall be protected against galvanic corrosion as specified in MIL-STD-889.
1.5 Configuration Management (CM)
The contractor shall support the Government in maintaining configuration control of all applicable BGG Cartridge baseline specifications, drawings, and other related technical data IAW ICBM 62-CMP Configuration Management Plan (CMP) if required. Drawings shall be compatible with the Joint Engineering Data Management Information and Control System (JEDMICS) standards IAW Air Force Materiel Command Instruction (AFMCI) 21-401, ASME Y14.100-2017 and Appendices B through E, and American Society of Mechanical Engineers (ASME) Y14.5-2018. 1.6 Status Reports
The contractor shall generate and deliver monthly status reports. The reports shall detail open and closed tasks, activities performed, level of effort expended, and any risk assessments or concerns. (A026, DI-MGMT-80368A, Status Report)
1.7 Government Furnished Property
The contractor shall maintain and safeguard GFP used in the performance of this contract. The contractor shall accept the shipment of Cartridges from HAFB and ensure all necessary precautions are taken when storing, packing, and shipping repaired assets back to HAFB IAW IAW MIL-STD- 129 Military Marking for Shipment and Storage, and MIL-STD-2073-1, Standard Practice for Military Packaging. The contractor shall ship any Cartridges not repaired back to HAFB IAW the
SPI.
1.8 Ammunition Data Cards
The Contractor shall create Ammunition Data Cards IAW Attachment 2 of the RFP. (A114, DI- MISC-80043B, Ammunition Data Card)
2. GENERAL INFORMATION
2.1 Security Requirements
The contractor shall ensure Government access to contractor facilities where BGG Cartridges are inspected, tested, fabricated, repaired, or stored. The contractor shall classify all data IAW the ICBM Security Classification Guide (SCG). The contractor shall ensure all restricted digital data transmissions are encrypted IAW AFI 10-701 Operations Security (OPSEC) and AFI17-130 Force Cybersecurity Program Management.
Department of Defense (DoD) Instruction 5230.24, Distribution Statements on Technical Documents, Enclosure 4, Table 5, identifies six (6) authorized distribution statements for Scientific and Technical Information (STINFO). The Contractor shall mark all technical data, regardless of media or form, with the appropriate STINFO markings (i.e., distribution statement, export control warning [if applicable], and destruction notice) as specified on the DD Form 1423-1, Contract Data Requirements List (CDRL). For written or printed material, the STINFO markings shall appear in full text on the front cover/title page and the abbreviated markings shall appear on subsequent pages as specified in the CDRL. Distribution statements shall include all applicable “reasons” based on the contents of the document. The “date of determination” within each distribution statement shall reflect the date of the document, unless otherwise agreed to upon contract award. The Controlling DoD Office (CDO) will review all technical data (e.g., technical reports, test reports, final summaries, and briefings) prior to finalization to ensure the correct STINFO markings (i.e., distribution statement, export control warning [if applicable], and destruction notice) are applied to all documents. A distribution statement designation is distinct from, and in addition to, a security classification marking applied in accordance with (IAW) DoD Manual 5200.01, Volume 2, DoD Information Security Program: Marking of Classified Information.
2.2 Meetings
The contractor shall schedule status meetings with the Government that shall consist of updates on technical, programmatic, and schedule performance at a minimum. The contractor shall develop and provide agendas and minutes to the Government. Meetings shall be conducted by teleconference, in person at the contractor’s facility, or at a Government location at the Government’s discretion.
The contractor shall support Government technical meetings to include, at a minimum, a Critical Design Review (CDR), Test Readiness Review (TRR), Production Readiness Review (PRR), and Functional Configuration Audit and Physical Configuration Audit (FCA/PCA). The contractor shall provide agendas and minutes for technical meetings as required by the Government. The contractor shall work with the Government on providing information and documentation to support entrance and exit criteria for technical meetings and milestones.

2.3 Schedule
The contractor shall provide the Government with a Schedule Performance Dataset (SPD) and native schedule. The initial SPD and native schedule will be provided as part of the proposal and then an updated SPD and native schedule shall be provided monthly starting after Contract Award. 2.4 Contractor Statement of Work (CSOW)
The contractor shall develop and deliver a CSOW whose requirements are derived from the SOO, Acceptance Testing Requirements for BGG Cartridge Repair, BGG Cartridge Specification, and the RFP. (A005, DI-MGMT-81606, Statement of Work (SOW))
3. QUALITY CONTROL.
3.1 Quality Control Program
The contractor shall develop, implement, and maintain a Quality Assurance Program Plan (QAPP) to ensure repaired BGG Cartridges meet Acceptance Testing Criteria, and the BGG Cartridge Specification. The Government will evaluate the contractor’s performance through intermittent or continuous on-site inspections of the contractor's quality control program. The Government will inspect each task as completed, or increase the number of quality control inspections if deemed appropriate. (A015, DI-QCIC-81794A, Quality Assurance Program Plan)
4. SAFETY REQUIREMENTS.
In performing work under the contract, the contractor shall:
4.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
4.2 Take additional immediate precautions as the Government will reasonably require for safety and mishap prevention purposes.
4.3 Utilize current safety procedures implemented through the current BGG Cartridge replenishment spares contract.
4.4 Provide protection to GFP to prevent damage during the period of time the property is under the control or in possession of the contractor.
4.5 In the event of an accident or mishap, take reasonable and prudent action to establish control of the accident or mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident or mishap investigative authority through the Government. 4.6 Report within 24 hours to the Government all available facts relating to each instance of damage to GFP or injury to either contractor or Government personnel. (A071, DI-SAFT- 81563, Accident/Incident Report)
4.7 If the Government elects to conduct an investigation of the accident or mishap, the contractor shall cooperate fully and assist Government personnel in conducting an investigation until it is complete.
5. CONTRACT OPTION
The Government will evaluate progress and the need for the contract option six months into the base contract. The contract option will include the repair and acceptance testing of up to 50 additional BGG Cartridges to be completed within a Period of Performance (PoP) of six months from exercising the option as decided by the Government. The contract option will be governed by the base contract requirements.
6. PUBLICATIONS
Compliance with all publications, regulations, and operating instructions provided by the Government shall be required when:
6.1 They pertain to the procedures for materials expediting and where the contractor is authorized by the SOO to accomplish the work specified in the publication, regulation, or operating instructions.
6.2 The publications prescribe United States Air Force (USAF) policies, use of materials, procedures, and processes applicable to the work requirements.
The contractor shall acquire and use the latest version of the publication. The following list of documents or publications are provided as reference and guidance, and is not all-inclusive:
