About this opportunity
The U.S. Geological Survey (USGS) is seeking a contractor to perform taxonomic identification and enumeration analysis of freshwater benthic macroinvertebrate samples through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement is specifically for scientific laboratory services involving detailed analysis of approximately 28 environmental samples and 4 replicate samples collected from stream locations in Johnson County, Kansas. Contractors will be required to identify taxonomic groups to the lowest practical level, with a focus on specific groups like chironomids and Oligochaetes, and must deliver comprehensive results within 90 days of sample receipt. The evaluation will prioritize non-price factors, with technical considerations such as taxonomic identification experience, technical performance, and past performance being more important than pricing. Interested vendors must submit their electronic responses via email to Travis Herberholz at therberholz@usgs.gov by December 31, 2024.
This solicitation is a 100% small business set-aside under NAICS code 541380 (Testing Laboratories and Services), with a small business size standard of $19 million. The contract has a five-year base performance period from January 1, 2025 to December 31, 2029, with a potential six-month option period extending through June 30, 2030. The total contract value will not exceed $499,999.99, with a minimum guaranteed amount of $3,000. The rough order of magnitude is estimated to be less than $250,000 for the entire contract period. The work will be performed primarily in Johnson County, Kansas, with sample collection anticipated between February and April 2025. Contractors will need to demonstrate expertise in laboratory analysis of aquatic biological samples and the capability to handle and process environmental specimens with scientific precision.
