Description
The project consists essentially of, but is not limited to the construction of asphalt and concrete pavements, curbs and sidewalks, including demolition and removal of same, and the construction of storm water drainage structures including trench drains, drainage inlets, manholes, storm sewer pipe, and other miscellaneous appurtenances.
The performance period for this project will be one (1) initial year (consisting of six months) and three (3) option years. The project magnitude is between $1,000,000 and 5,000,000 for the initial year. Each option year has a project magnitude between $1,000,000 and $5,000,000.
The North American Industry Classification System (NAICS) code is 237310 with a size standard of $33,500,000 million dollars. The approximate issue date will be 26 May 2011 with an approximate response date of 28 June 2011.
This solicitation is a Request for Proposal (RPF) and is issued as a small business set aside. All offers will be evaluated utilizing Best Value Procedures. All responsive offers will be considered by the agency.
All firms must be registered with the Central Contractor Registration (CCR) in order to receive an award. Information to register can be found on the Internet at http://www.ccr.gov or telephone 1-888-227-2423.
This solicitation will result in a firm-fixed price requirements type contract.
The entire solicitation can be accessed by following the links on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fbo.gov.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals. The source selection process or the adjudication of protests of formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO dib protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center? MAJCOM of AFISRA ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
