About this opportunity

The Department of Defense has issued a Special Notice announcing its intent to sole source an audio visual system modification contract for Joint Base Anacostia Bolling Building 91 Auditorium. This notice pertains to consultation and installation services for various audio visual equipment upgrades and modifications. The work includes installing HDMI wall plate connections, HD-SDI output connections, a replacement 65" LG display, XLR wall plates, and repositioning existing camera equipment. The contract also encompasses providing XPanel capabilities for government-furnished iPad control and includes a one-year on-site service contract for all new equipment. The anticipated performance period spans from July 28, 2025, through October 28, 2025.

The primary objective of this sole source procurement is to ensure seamless integration with the existing audio visual system originally installed by iSoft. The government has determined that allowing other companies to modify iSoft's installed software and hardware would introduce unnecessary complexity, extend installation timelines, and potentially void existing warranties and support agreements. Contractors have until July 13, 2025, to respond to this notice, though the award is predetermined to go to iSoft as the original system installer. The procurement falls under NAICS code 541519 for Other Computer Related Services and PSC code DB02 for IT and Telecom Compute Support Services. This approach minimizes risk to the government while maintaining system integrity and support continuity for the critical auditorium audio visual infrastructure.

THIS IS A SOLE SOURCE REQUIREMENT

The contractor shall provide management, services/labor, tools, supplies, and equipment to perform consultation and installation  services for the audio visual equipment listed below located on Joint Base Anacostia Bolling in Bldg. 91, Auditorium.

  • Provide and install two (2) HDMI wall plate connections for additional government furnished tripod camera connections.
  • Provide and install one (1) HD-SDI output connection to connect government furnished recorder
  • Provide and install one (1) LG 65" display to replace damaged government owned 65" display
  • Provide and install two (2) XLR wall plates in the rear of the auditorium. Each wall plate will have two (2) XLR microphone inputs and two (2) XLR mic/line outputs.
  • Remove government furnished camera in the rear of the auditorium from the wall and ceiling mount it closer to the front of the auditorium to prevent camera video shaking.
  • Provide XPanel capabilities for the government furnished iPAD for control.
  • 1-Year On-Site Service Contract on all new AV Equipment
  • Anticipated period of performance: 28JUL2025-28OCT2025

iSoft was the original installer of the existing system. Modifications and additions to their original configuration are best completed by iSoft. Allowing other companies to modify the iSoft installed software and hardware would add time and complexity to the installation, jeopardize remaining warranty and support from iSoft and add undue risk to the government. Award will be sole sourced to iSoft.
