About this opportunity
This Special Notice, posted on January 5, 2026, by the National Aeronautics and Space Administration Shared Services Center, pertains to the assembly and testing of a lithium-ion superbrick for use in NASA's LEMS-A3 program. The procurement is designated as a sole source contract opportunity, with NASA initially intending to award the work to Symmetry Resources, Inc., located in Arab, Alabama. However, NASA is inviting interested organizations to submit capability statements to determine whether the procurement should be conducted on a competitive basis. The notice is classified under NAICS Code 541380 (Testing Laboratories and Services) and PSC Code AJ11 (General Science and Technology R&D Services). This represents a commercial items and services procurement conducted under FAR Part 12 and Part 13 authority.
The primary objective is to assemble one Li-ion superbrick utilizing a 14P-8S topology, consistent with previous Orion designs, and perform comprehensive acceptance testing on the unit. NASA will provide all necessary materials, including 100 Molicel M35A screened cells and specialized components, while the contractor is responsible for modifying certain NASA-provided parts, executing the assembly per Goddard Space Flight Center specifications, and conducting detailed acceptance tests covering mass, voltage, insulation resistance, dimensions, and capacity cycling. Interested contractors must submit written capabilities and qualifications to Cara Craft at Cara.s.craft@nasa.gov no later than 1:00 p.m. Central Standard Time on January 8, 2026, with the government retaining sole discretion to determine whether to proceed competitively. The successful contractor must deliver the completed superbrick and acceptance test results within 12 weeks of part receipt, with the assembled unit made available for shipping within three months. An optional task is also available for repairing a damaged superbrick unit, which would require developing welding procedure specifications and potentially submitting a procedure qualification record.
