Notice text

This synopsis serves to announce the Department of Defense Education Activity's (DoDEA) intent to acquire software licenses and maintenance to sustain the Aspen Student Information System (SIS) currently installed and maintained on-premises at the DoDEA data center in Peachtree City, GA. This effort will be conducted on a sole source basis to Follet School Solutions, Inc. in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is because Aspen SIS is currently identified by DoD as a covered Defense Business System (DBS). As part of the compliance requirement for covered DBSs, DoDEA's on-premises Aspen SIS hosting infrastructure and software have been tailored by Follett and DoDEA IT staff to support end-user Public Key authentication using DoD issued CACs. The Government is in the beginning stages of acquisition for a competitive requirement.

This contract will be for a 12-month base period effective 30 September 2018 through 29 September 2019; and two 12-month option periods which may be exercised as required to maintain continuity of SIS services.

This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in FAR 15.201e. NO SOLICITATION DOCUMENT EXISTS. The RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely the responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly.

All interest parties that feel they can provide a comparable alternative to this source may forward their detailed written capability statement to Hillary.turnbull@am.dodea.edu no later than Thursday August 2, 2018 @ 10:00am eastern standard time.
