About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a contractor to provide art digitization services on behalf of the Naval History and Heritage Museum. The requirement involves high-resolution digital scanning of 3,000 artworks, including engravings, paintings, and watercolors, owned by the U.S. Navy. The services will include scanning the 2-dimensional artworks at 600 dpi in TIFF and JPEG formats, which will then be stored on CD or DVD for government use. Offerors must have a minimum of 2 years of experience in digitally scanning paper objects and handling historic paper items. Quotes will be evaluated based on technical capability and price, with the award going to the most advantageous offer.
This requirement is set aside for small businesses. There is no incumbent contractor identified, as this is a new digitization effort for the Navy. The period of performance is 15 September 2024 to 14 September 2025, with the work to be performed at the Washington Navy Yard during normal business hours. The government will provide the necessary workspace, equipment, and access, and is open to accepting deliverables on an encrypted USB drive.

The proposed acquisition is for art digitization services on behalf of the Naval History and Heritage Museum for which the Government intends to solicit and negotiate a Firm Fixed Price contract under the authority of FAR 13.501(a)(1)(i). This requirement will be solicited on as a total small business set aside. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All bids, proposals, or quotations received by the closing response date will be considered by the Government.
