Questions and Answers During Solicitation

1. Is the artwork all paper-based?

Size of the artwork/artifacts range from 2 inches x 3 inches up to 12 inches by 17 inches (the overall size of the scanner.) Thickness / weight of artwork/artifacts is tissue paper to heavyweight card stock.

2. Is the paper loose, e.g. not in picture frames or other hardware?

All artwork/artifacts are unbound and flat. No artwork/artifacts are framed or within glass.

3. Is the art high relief, such as oil paint with impasto?

No, the artwork/artifacts are 2 dimensional.

4. Is the performance of the work required to be performed on-site at the Navy Yard?

Yes

5. In addition to unique folders, what other storage method may the vendor be required to remove and return artwork?

Artwork/artifacts may be within mylar sleeves, paper envelopes, archival boxes and/or interleaving tissue.

6. What equipment/assets will the government provide for work performed at the Navy Yard?

a. Specifically, a climate-controlled space, tables suitable for scanning equipment, 120v electrical power, and appropriate ligh ng are of the most interest.

Scanner: Epson 10000XL using the so ware associated with scanner onto a desktop Dell Precision 3630 with a CD/DVD Drive

ADDITIONAL INFORMATION: Work will be performed in an office se ng with climate control. There is an outlet nearby and overhead ligh ng. Scanner and desktop computer are plugged in and func onal on a 35 inches x 72 inches desk with nothing else. Addi onal space and ligh ng can be u lized if needed by the contractor.

7. Would the government consider deliverables on a Hardware-Based 256-Bit AES XTS Encrypted FIPS 140-2 Level 3 validated USB hard drive in lieu of CD/DVD?

While our preference would be to use the CD/DVDs provided by the government, we are not opposed to receiving the deliverables on an encrypted and validated USB hard drive.

8. Is the Navy open to the contractor bringing a second digital scanner to the site so that two individuals from the contractor's company can work simultaneously? This scanner would accomplish the same scan quality and other requirements stated in the PWS and could be connected to a second DOD computer or to the contractor's own personal laptop, per the Navy's preference.

We have no problem with the contractor bringing a second scanner (of the same size) and computer to work on the requirements of the contract

9. Will any of the art need to be repaired or otherwise prepared before scanning?

No. Nothing will be done to alter the condition or appearance of the artwork/artifacts prior to scanning.

10. Beyond the accession number, will any additional information need to be captured for each piece of artwork?

No

11. Are there any formatting and/or page limitation requirements for the technical response?

No, the solicitation is a request for quotations, not a request for proposals

12. Is the artwork varied, black and white photos, color photos, printed documents?

The artwork/ artifacts may be varied (engravings, paintings with gouache, watercolors) but no photographs

13. Do the required scan formats (TIFF and Jpeg) require individual scans or can the TIFF files be saved as Jpeg?

Ti s can be saved as jpegs.

14. Has Naval History contracted for this before? If so, can you provide the awardee and any information detailing the contract?

No, this is a new requirement.

15. Will there be a requirement to include gray scale and or color chart to insure accurate exposure values? If so which ones are required?

No
