The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) intends to initiate a Request for Quote (RFQ) procurement action and award a contract for an annual maintenance agreement for a Pitney Bowes mail sorter system. NASS requires an annual maintenance agreement covering on-call service coverage, parts (excluding consumables) and labor for a Pitney Bowes mail sorter system located at 9700 Page Ave., Suite 400, St Louis, MO 63132. This machine is used daily to check-in, open, and sort 100,000's of envelopes each year. This is the only sorting system NASS utilizes which makes it very important to maintain in an operational status at all times. The contractor shall provide a maximum response time of 24 hours from the time a service call is placed.
Equipment to be covered under the maintenance agreement:
Model - SR8M: Sorter
Model - SRA8: Camera
Model - SR2R: Opener
Model - SR04: Pocket Section (QTY: 4)
Model - SR2S: Host PC
Model - SR08: WABCR
Model - SD2D: WABCR
Model - SRGT: Server
The contractor shall furnish all requested products and services including delivery to: USDA / NASS/ NOC, 9700 Page Ave., Suite 400, St Louis, MO 63132, as specified in the attached Statement of Work (SOW) document. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR). A Firm-Fixed-Price (FFP) contract will be awarded for a period of twelve (12) months, with four (4) option periods of twelve (12) months each, to the offeror whose offer, conforming to the solicitation, falls within the competitive price range. The contract period will be from:
Base Year: 10/01/2016 to 09/30/2017
If exercised:
Option Period I: 10/01/2017 to 09/30/2018
Option Period II: 10/01/2018 to 09/30/2019
Option Period III: 10/01/2019 to 09/30/2020
Option Period IV: 10/01/2020 to 09/30/2021
Quotes will be reviewed for completeness and evaluated for lowest price, technically acceptable basis. The Government may elect to conduct discussions with offerors whose proposals are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each proposal should be submitted from the offeror's most favorable technical and price standpoints.
Solicitation documents will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. No hard copies will be issued and no written or fax requests will be accepted. Telephone requests will not be honored and bidder lists will not be maintained. Proposals are due on September 03, 2016 by 6:00 AM EST. Proposals must be emailed to Travis Heller at the following address: travis.heller@ars.usda.gov.
The NAICS Code for this project is 811212. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 at the time of submission. Award will be made as a Single Award Contract to one offeror.
