About this opportunity

The 338th Enterprise Sourcing Squadron at JBSA-Randolph, Texas, on behalf of the Air Force Personnel Center (AFPC) in Indianapolis, Indiana, is seeking certified and qualified American Sign Language (ASL) interpreter services to support communication needs for Air Force personnel. The Department of the Air Force Air Education and Training Command is conducting this Request for Information/Sources Sought notice to identify technically capable firms before issuing a formal solicitation. Key requirements include providing a minimum of two interpreters per assignment—one dedicated to signing and one to voicing—with interpreters certified at the Advanced or Master level by either the Registry of Interpreters for the Deaf (RID) or Board for Evaluation of Interpreters (BEI), and possessing a minimum of three years of professional interpreting experience. The government will evaluate responses based on contractor capability to meet performance standards outlined in the draft Performance Work Statement, including 98% appointment availability, 95% interpretation accuracy, on-demand service delivery within 15 minutes for urgent requests, and 24/7 virtual interpreting capabilities. Interested firms must submit a Contractor Capability Survey response, not to exceed five pages, by 4:00 p.m. CDT on December 15, 2025, to Contracting Officer Melissa Gonzalez.

This pre-solicitation notice carries no set-aside designation and is open to all business sizes and socioeconomic statuses. No incumbent contractor is identified in the available materials. The estimated annual service volume is approximately 2,000 hours, with up to 30 hours of scheduled services per week during regular business hours, indicating a moderate contract scope. Services will be delivered both virtually and in-person, with the primary performance location at the Major General Emmett J. Bean Federal Center in Indianapolis and potential travel to San Antonio, Texas. Interpreters must be able to demonstrate knowledge of Air Force and Space Force terminology and comply with federal security clearance, background check, and regulatory requirements including the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for payment consideration.
