9 December 2020: The Q&A list has been updated with an additional Q&A document.
24 November 2020 Update: The Q&A list has been updated with some added Q&As.
This is not a request for proposals. This synopsis serves as a presolicitation notice for the USAFE Air Base Air Defense (ABAD) requirement. The ABAD effort is intended to be a single-award Indefinite Delivery / Indefinite Quantity (ID/IQ) contract with a ceiling of $953M. Competition is expected, and there will be no set-aside for this requirement. In accordance with AFFARS 5305.204 Presolicitation Notices, foreign contractor participation on this effort is permitted. However, all participating members must meet all security requirements. The estimated date for the Request for Proposals (RFP) to be posted is 9 December 2020. Additional information relevant to the potential action may be found in the attached documents.
The attached documents contain the most recent versions of all solicitation documents. A list of questions received since the last Draft RFP, and Government answers to those questions, may also be found in the attached documents. The Government would also like to alert interested vendors of the DFARS changes, expected to be implemented on 30 November 2020, regarding the Cybersecurity Maturity Model Certification. Requests for Proposals posted after 30 November 2020 may include additional clauses related to that requirement, and such requirements are not present in the attached draft solicitation documentation. Offerors are responsible for capturing any changes to any attached documents that occur between the synopsis and the solicitation. Note that the attached documents are not final, and Offerors are responsible for following all instructions in the final solicitation documents. This is not a Request for Proposals.
