About this opportunity

The U.S. Department of Agriculture's Federal Crop Insurance Corporation and Risk Management Agency are soliciting advisory services for the Nursery Value Select Pilot Crop Insurance Program, which provides insurance coverage for wholesale nurseries producing subtropical and temperate plants. The contractor will serve as a horticulture specialist providing technical expertise on nursery plant production practices, plant classification and taxonomy, hardiness zone limitations, risk assessment, wholesale marketing, and crop insurance procedures to RMA personnel across 10 regional offices. Key qualifications include a minimum Master's degree in a related field, though relevant experience may be considered, along with substantial expertise in horticultural sciences. The solicitation will be evaluated based on Technical Capability (17 pages maximum) and Past Performance (10 pages maximum), which are weighted equally and considered significantly more important than price, with offerors required to achieve at least a "Meets Expectations" rating on non-price factors for award eligibility. The deadline for questions is April 6, 2026 at 1:00 PM Eastern Time, and quotations are due by April 15, 2026 at 1:00 PM Eastern Time.

This is a 100% small business set-aside under NAICS code 541611 with no identified incumbent contractor. The estimated budget consists of approximately 380 labor hours per year at an hourly rate to be proposed by the contractor, plus a time-and-materials travel allowance capped at $1,250 per year. The anticipated period of performance is June 1, 2026 through May 31, 2027, with two possible one-year option periods for a maximum contract duration of three years, and the Government intends to make one award. Work will be performed primarily at the contractor's facilities with potential travel required to all 50 states on a cost-reimbursable basis. All quoters must be registered in the System for Award Management (SAM.gov) prior to submission and must hold their prices firm for 90 calendar days from the offer due date.
