Key clarifications include: (1) a minimum Master's degree is expected for the horticulture specialist position, though the Risk Management Agency will consider lower-level degrees combined with relevant experience; (2) academic research and internship experience in plant classification and taxonomy will be considered acceptable past performance, along with any horticulturally related research and experience; (3) the estimated level of effort is approximately 380 hours per year for the base period, though required hours may vary based on need; (4) credentials or certifications are not required but vendors are encouraged to list relevant certifications related to horticulture or plant science; and (5) the Government will consider offerors proposing a single primary technical specialist supported by administrative personnel, though administrative personnel are not required. The period of performance is June 1, 2026 through May 30, 2027, with two possible option years. Contact information is provided for the Contracting Officer (lizabeth.kuhaneck@usda.gov), Contract Specialist (jill.craft@usda.gov), and Contracting Officer's Representative (claire.white@usda.gov).
