About this opportunity
The U.S. Customs and Border Protection (CBP), a civilian agency within the Department of Homeland Security, has issued a Special Notice regarding the renewal of Automated Cost Estimating Integrated Tools (ACEIT) software licenses. The notice indicates CBP's intent to sole source a firm fixed price award to Tecolote Research, Inc. for software licenses that support acquisition program lifecycle cost estimates. The ACEIT software is recognized as an industry-standard tool that helps streamline cost estimation processes for government agencies. Specifically, this license will serve the CBP Air and Marine Operations (AMO) division, enabling them to develop cost models and meet Department of Homeland Security policy requirements for program lifecycle cost estimates. The software renewal is critical for maintaining technical support and receiving product updates.
The Special Notice covers a base year contract from April 1, 2025, through March 31, 2026, with potential option years extending through March 31, 2028. Contractors interested in potentially meeting the requirements must submit a capabilities statement to the Contracting Officer, Caitlin M. Jenkins, by March 25, 2025. The notice emphasizes that this is not a formal solicitation, and interested parties should demonstrate their ability to provide the specific software licenses and associated services. The total contract will cover a single-site license for seven users located in the Ronald Reagan Building, with the primary objective of supporting CBP's acquisition cost estimation needs. Eligibility appears open to contractors who can provide equivalent or compatible cost estimation software, though the notice suggests Tecolote Research, Inc. is the preferred vendor due to the unique capabilities of their ACEIT software suite.
Notice text
Notice of Intent to Sole Source: U.S. Customs and Border Protection intends to issue a firm fixed price award to Tecolote Research, Inc. for Automated Cost Estimated Integrated Tools (ACEIT) software licenses. The ACEIT suite is an industry standard and government-wide accepted tool to support acquisition program lifestyle cost estimates (PLCCE) development. The tool provides unique and tailored capabilities which streamline the effort required to build and sustain PLCCEs. In accordance with Department of Homeland Security (DHS) Management Directive 102-01, program lifecycle cost estimates (PLCCE) are required to support key acquisition program milestones. The ACEIT licenses and training will help CBP Air and Marine Operations (AMO) meet the DHS policy.
AMO utilizes ACEIT to develop cost models that help in the development of the AMO budget. Maintaining the most current software license of ACEIT allows AMO to receive technical support and product updates.
The anticipated period of performance is a base year from April 1, 2025 through March 31, 2026 with the potential of two (2) option years through March 31, 2028.
This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time.
If any contractors feel that they can meet the requirements, please contact the Contracting Officer by e-mail at caitlin.m.jenkins@cbp.dhs.gov by the response date and time listed with this notice. You must submit a capabilities statement displaying your ability to meet the requirements.
