About this file
This Statement of Work (SOW) details U.S. Customs and Border Protection's (CBP) requirement for Automated Cost Estimating Integrated Tools (ACEIT) Software Distribution, Maintenance, and Support (DMS). The contract is for a base year from April 1, 2025 through March 31, 2026, with two potential option years extending through March 31, 2028, covering a single-site license for seven users located in the Ronald Reagan Building.
The SOW stems from the Homeland Security Act of 2002, supporting DHS's mission to prevent terrorist attacks by requiring program lifecycle cost estimates (PLCCE) for key acquisition milestones. The ACEIT software is described as an industry-standard tool that streamlines the development and sustainability of cost estimates. The contractor will be responsible for providing software updates, maintenance, and non-analytical technical support for the ACEIT Suite software, enabling CBP Air and Marine Operations to develop cost models and maintain current software capabilities.

1. Introduction/Purpose
Under the authority of Title I, Sec. 101 of the Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States. DHS’s purpose is to reduce the vulnerability of the United States to terrorism, and to minimize the damage and assist in the recovery from terrorist attacks that do occur within the United States. In order to accomplish this mission, acquisition materiel programs are necessary.
In accordance with Department of Homeland Security (DHS) Management Directive 102-01, program lifecycle cost estimates (PLCCE) are required to support key acquisition program milestones. In addition, DHS Undersecretary for Management requires all DHS Major Acquisition Oversight List (MAOL) programs to submit annual updates to their PLCCE to support the DHS Resource Allocations Decision (RAD) process. The ACEIT suite is an industry standard and government-wide accepted tool to support acquisition program PLCCE development. The tool provides unique and tailored capabilities which streamline the effort required to build and sustain PLCCEs. In order to receive annual program technical support annual software DMS renewals are required.
