Amendment 001. The Purpose of this Amendment is to:
1) Provide the 8/12/2015 Project Site Visit Sign in Sheet, Questions Posed and a Site Map
2) Provide revised specification section 12.93.00, which has been revised to show the Vault Toilet to be used for the Mori Point Project
3) Add Clause 52.228-1 to the solicitation and Provide a SF24 Bid Bond Form. A Bid Bond is a requirement for this solicitation and is due with all Proposals.

The National Park Service, Department of the Interior, is issuing this solicitation for the following project. This is a solicitation. Paper copies of this solicitation will not be made available.

PROJECT SCOPE: The Project consists of construction of accessible parking, restroom and trailhead facilities at Mori Point, Golden Gate National Recreation Area, as indicated in Contract Documents. The offeror selected shall furnish all labor, materials, tools, equipment, management, and expertise necessary to perform all operations required for the successful completion of this project.
PLACE OF PERFORMANCE: Golden Gate National Recreation Area at Mori Point, San Mateo County, California, United States.
ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $250,000 and $500,000.
PROCUREMENT TYPE: The Government will negotiate and award a single firm-fixed price contract to meet this requirement. The Government will consider an offeror's technical capability, past performance, and price to determine the best value (lowest price technically acceptable process) to the Government in accordance with the procedures outlined in Federal Acquisition Regulations (FAR) Part 15.
SET-ASIDE: This acquisition has been set-aside for service-disabled veteran-owned small business concerns. Offers will be accepted only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall be considered nonresponsive and will be rejected.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238990 and the small business size standard is $15,000,000.

GENERAL: The National Park Service, Department of the Interior, anticipates issuing a solicitation for the following project. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. Specific instructions on submitting proposals will be contained in the solicitation documents. BONDS: All offerors will be required to submit a bid bond for 20% of their total proposed price. The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price.
PERIOD OF PERFORMANCE: The contract performance period is expected to be 109 calendar days following notice-to-proceed.
PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Pre-Proposal Conference / Site Visit will be scheduled on or around August 12, 2015. Specific details regarding the site visit will be provided in the solicitation.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website.
