About this opportunity

This pre-solicitation notice seeks information to support the replacement of over 5,000 aging 72kW and 60kW Ground Power Units across the United States Air Force inventory. The Air Force Materiel Command Lifecycle Management Center is conducting market research to determine an acquisition strategy for the design, testing, and production of new 72kW Ground Power Units. Potential strategies under consideration range from multiple long-term contracts to staged design and production competitions. Respondents are requested to provide information on their capabilities, production capacity, and technical approach by May 7th, 2020 to inform the acquisition approach.

There is no set-aside designated for this potential procurement. The primary NAICS and PSC codes relevant to this requirement are 336411/J019. Key details include replacing units supporting aircraft including C-130, C-17, C-5, B-1B, B-2, F-22, A-10, KC-135, B-52 within seven years at a quantity up to 5,000 units. The Air Force seeks to maximize commercial technologies and existing DoD solutions to support this fleet replacement within the next seven years through contracts potentially valued in total around $1B based on similar past procurements.

Update #5 · Latest ·

The Government is conducting market research to determine an acquisition strategy to replace the 72kW and 60 kW GPU fleets of over 5,000 units combined.  This includes identifying potential sources that possess the expertise, capabilities and experience to design, test, and produce a 72kW GPU for the DoD.  The potential acquisition strategies being considered range from awarding multiple long term contracts, to multiple contracts for design, with a down select prior to production. The Government seeks to maximize the use of non-developmental items.

With the exception of some specialized aircraft, 72kW GPUs are used in some form or fashion with almost every aircraft in USAF inventory for pre-launch, recovery, as well as maintenance tasks.  These GPU’s are the primary source of ground power for aircraft that includes but is not limited to the C-130, C-17, C-5, B-1B, B-2, F-22, A-10, KC-135, B-52 and secondary power for F-15 and F-16.  This effort is geared towards replacing the USAF’s existing and aging 72kW and 60kW GPU fleets.

Attached is a draft requirement that we are seeking industry input on. The USAF is seeking to maximize commercial and existing DoD technologies as much as possible. The USAF is also seeking information concerning the production capacity that currently exists.

To access draft requirement, your company's DD2345 must be emailed to PCO robert.rollins.2@us.af.mil and then a request for access to  PD submitted within the beta.SAM system.
