About this opportunity
The Department of Veterans Affairs (VA), Veterans Integrated Service Network 21, is procuring test kits (reagents) compatible with the Cepheid GeneXpert Infinity 48 module analyzer for use at VA Southern Nevada Healthcare System. The procurement will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contract under Product Service Code 6640 (Laboratory Equipment and Supplies) and NAICS Code 325413 (In-Vitro Diagnostic Substance Manufacturing). The VA intends to pursue a sole source award to Cepheid based on the determination that no other responsible sources can provide these proprietary test kits, which are manufactured exclusively by the original equipment manufacturer and compatible only with the existing Cepheid instrument already owned by the facility. The evaluation will be conducted by the Contracting Officer at Network Contracting Office 21 (NCO 21), who will review all capability statements, proposals, and quotations received from interested parties to determine whether to proceed with the sole source acquisition or consider alternative sources. Interested parties must submit their responses in writing to Contracting Officer Mathew B. Czeshinski at Mathew.czeshinski@va.gov by March 31, 2026 at 12:00 p.m. Eastern Time, and the full solicitation will be posted to SAM.gov on or about March 31, 2026.
This procurement carries no set-aside designation and contemplates a sole source award to Cepheid, the current incumbent contractor who was previously awarded a similar contract (36C26124D0063) valued at $3,400,000.00 in March 2024. The anticipated contract ceiling for this IDIQ action is $6,300,000.00, covering five ordering periods spanning from June 1, 2026, through September 30, 2030. The test kits include detection products for multiple conditions including carbapenem resistance, Clostridium difficile, methicillin-resistant Staphylococcus aureus, Chlamydia trachomatis, Strep A, SARS-CoV-2/influenza/RSV, bacterial vaginosis organisms, and sexually transmitted infections, along with associated swabs and collection kits. Market research conducted by the Contracting Officer confirmed that no authorized distributors carry these items and no alternative sources exist, with Cepheid confirming that manufacturing occurs in the United States. Pricing will be evaluated for fair and reasonableness by comparison against the independent government estimate and historical federal procurement data, and the requirement has been certified as a bona fide need and approved by the Contracting Officer, Director of Contracting, and Head of Contracting Activity.
