About this opportunity
The Department of Veterans Affairs, Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio, issued a notice of intent to sole source an FDA-approved preanalytical sample tracking and transport system from Abbott Laboratories Inc. under FAR 6.302-1(a), with interested parties able to submit alternative capability statements by August 5, 2026, at 5:00 PM Eastern Time.
The VA estimates the procurement cost at $212,150.24 and requires a comprehensive solution providing sample location tracking, transport condition logging with continuous temperature monitoring, automatic alerts, test prioritization sorting, and visual sample location capabilities. The system will deploy across five Comprehensive Basic Outpatient Clinics, home-based RN collection sites, the Chillicothe VA Lab, transport coolers with couriers, and the Columbus VA main laboratory. The VA conducted market research identifying competing solutions including MaxConnect wireless sensors, HemoTemp II, Timestrip Blood Temp 10, Thermotrack, and Plug and Track but determined none provide the integrated preanalytical tracking and transport system meeting all specifications. Abbott Laboratories qualifies as sole source because it distributes directly to government customers without third-party intermediaries and uniquely offers the full integrated solution. Capabilities information submitted in response to this notice will be used solely to determine whether to conduct the procurement competitively; the Government retains discretion to reject the sole-source determination. Inquiries should be emailed to Contracting Officer Gina P. Crank at gina.crank@va.gov with "RFQ 36C25026Q0825 INDEXOR, COLUMBUS" in the subject line. No solicitation is currently available.

Acquisition Plan Action ID: 36C250-26-AP-3831
Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P Wylie Medical Center, 420 N. James Rd., Columbus, OH 43219 using 2237 #757-26-3-096-0427.
Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Columbus VA Central Ohio Healthcare System has a requirement for an FDA approved standalone precatalytic sample tracking and transport system that includes preventing specimens submitted from outlying facilities from getting lost/misplaced, chain of custody, traceability, and temperature tracking during sample transport. The total solution will be a standalone solution positioned at each collection site to capture preanalytical data and establish an audit trail for specimen transport (5 CBOC locations, Home Base RNs collecting specimens, and at Chillicothe VA Lab), transport coolers via the couriers, and a standalone solution positioned at the Columbus Va main laboratory to receive all incoming specimens. The estimated cost of this procurement is $212,150.24.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This purchase is direct with Abbott and transfers between two organizations; Abbott does not use third parties to distribute their products to the government. No other vendor offers a total solution that provides a full preanalytical sample tracking and transport system with sample location, transport conditions log, automatic alerts, sorting for test prioritization made easy, and visual sample location making manual retrieval faster and more reliable.
Description of market research conducted and results or statement why it was not conducted: Several websites reviewed but none provided a comprehensive solution needed for this acquisition. MaxConnect provide wireless sensors that log at 15-minute (not continuous) intervals-Not a total solution; HemoTemp II or Timestrip Blood Temp 10 are disposable sensors that offer irreversible visual alerts if blood bags exceed 10°C-Not a total solution; Thermotrack enable automatic recording and archiving of temperature data to ensure compliance with quality standards. Plug and Track offers temperature traceability of sample transports with the Thermo Button 22L-Not a total solution.
Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
