About this opportunity
The Department of Veterans Affairs Network Contracting Office 8 (NCO 8) intends to procure whole blood and blood products for VISN 8 medical centers located in Bay Pines, Miami, Orlando, Tampa, and West Palm Beach, Florida. NCO 8 plans to negotiate a sole source contract with One Blood, Inc. of St. Petersburg, Florida, under FAR 13.5 Simplified Procedures for Commercial Items, citing unusual and compelling urgency as the basis for restricting competition. Potential alternative vendors must be FDA-registered or licensed blood bank entities, community blood bank nonprofit corporations, and accredited by both the American Association of Blood Banks (AABB) and The College of American Pathologists (CAP). Firms believing they can meet the requirements must submit detailed information about their products, services, and customer references to Contracting Officer Kurt Kramer at Kurt.Kramer@va.gov within eight calendar days from the publication date of June 17, 2025. The government will evaluate any responses received but reserves sole discretion to determine whether to compete the procurement or proceed with the sole source negotiation.
This procurement does not utilize any set-aside designation and identifies One Blood, Inc. as the intended sole source contractor. The contract structure will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) arrangement featuring fixed-priced line items with a three-month period of performance. The procurement falls under NAICS code 621991 for Blood and Organ Banks, which carries a small business size standard of $40,000,000. The solicitation number is 36C24825Q0899, and responses from potential alternative vendors are due by June 24, 2025. If no suitable alternative vendors are identified through this pre-solicitation notice, NCO 8 will proceed exclusively with sole source negotiations with One Blood, Inc.
