About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation Richmond) is conducting market research for a potential procurement involving electrical bells with NSN 6350-01-491-3456, associated with the Ohio Class SSN (Trident) submarine program. The agency is seeking to identify qualified contractors capable of providing services consistent with their requirements, with a focus on assessing market capacity for technical capabilities, corporate resources, and project management expertise. Potential contractors must submit detailed capability statements demonstrating their organizational and staff capabilities, including information about potential subcontracting or teaming arrangements. The market research will evaluate vendors' ability to meet tight program schedules, manage costs, track performance, and mitigate risks. Interested parties must submit their responses electronically to patsy.bedford@dla.mil by December 31, 2024 at 11:59pm Eastern Standard Time, with the solicitation number SPE4A6-25-R-0099.

The procurement is currently undesignated and may potentially be set-aside for small businesses or proceed through full and open competition, with the possibility of multiple awards. The NAICS code for this opportunity is 335311, which corresponds to Power, Distribution, and Specialty Transformer Manufacturing. No specific award value or budget range is currently disclosed in the pre-solicitation notice. Telephone inquiries will not be accepted, and no feedback will be provided to participating companies regarding their submissions. The government's evaluation will specifically assess vendors' capabilities to secure appropriate financial, human capital, and technical resources necessary for successful contract performance. While this is currently a market research phase, it represents a preliminary step toward a future solicitation for electrical equipment related to naval submarine systems.
