About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center announced its intent to award a sole-source purchase order to TEST, LLC for an OEM MEATEST Panel Meter Calibrator, with a response deadline of June 22, 2026. This procurement is set aside to small business and is conducted under Simplified Acquisition Procedures with a sole-source restriction; the notice serves as market research to identify other sources capable of meeting the requirement, not as an RFQ, and the government does not intend to award based on responses alone.
The Coast Guard requires the MEATEST 6040 Panel Meter Calibrator to replace the discontinued ARBITER Systems Model 1040C, which has calibrated critical shipboard panel meters fleet-wide for over 30 years. Market research determined the 6040 is the exclusive replacement meeting the legacy system's technical requirements. Delivery is mandatory by December 1, 2026 to the Surface Forces Logistics Center Integrated Operations Division in Norfolk, Virginia.
Companies believing they can provide an equivalent product in form, fit, and function are invited to submit a written Capability Statement including company details (name, address, CAGE code, UEI number, web page), business size (NAICS code, small business status), and point of contact information. The procurement includes a 5-year warranty and NIST Traceable Z540 calibration certificate. TEST, LLC serves as the exclusive U.S. distributor for MEATEST S.R.O., with contact Paul Bessette at sales@testllc.net or (407) 637-0970. Technical questions should be directed to James D. Dufficy, Calibration Program Coordinator, at 206-815-5226 or James.D.Dufficy2@uscg.mil.
