The U.S. Army Contracting Command- New Jersey, on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS) is announcing a Request For Proposal (RFP) to provide for requirements related to the fabrication, testing, evaluation, and producibility assessments for various 40mm Grenade Medium Caliber programs. The objectives of this program are to assess enhanced lethality and accuracy technologies for legacy and future 40mm grenade ammunition, improved production and manufacturing capabilities, and better munitions life cycle management. This is a competitive acquisition for non-commercial services that will be a Partial Small Business Set-Aside (SBSA). The Government intends to award multiple five (5) year, Firm Fixed Price (FFP) type, Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s).

40MM Questions and Answers

QUESTION 1: Is a small business required to submit CPFF pricing (L.4.2.3 / Attachment 0008) to be considered complaint and eligible for a Base ID/IQ contract award?


ANSWER: Yes.


QUESTION 2: It appears L.4.2.4 indicates that a contractor that does not have a cost accounting system that has been deemed adequate can receive a Base ID/ID contract award, but would just not be eligible for CPFF task / delivery orders. Is our understanding of L.4.2.4 correct?


ANSWER: Although small businesses are exempt from Cost Accounting Standards, an acceptable accounting system will still be required.


QUESTION 3: The requirement of Section L.2.3. l.a of the solicitation states "a. One signed and completed paper copy of the Supplies or Services and Prices/Costs signed by a person authorized to enter into the proposed contract on behalf of the Offeror. Acknowledgment of all amendments to the solicitation and all continuation sheets are to be filled in as directed, i.e., proposed prices in the Pricing Matrices, any fill-ins required, such as Contract Data Requirements List: DD Form 1423 with Blocks 17 and 18 completed if required, and Certifications and Representations. Offerors are directed to thoroughly read the solicitation and fill in the required information in the appropriate solicitation clauses. For any fill-ins that are not applicable, the Offeror must acknowledge by indicating N/A. The proposal must also include computation for the use of Government Property, if applicable." Please confirm that Volume V-SOLICITATION, OFFER AND AWARD DOCUMENTS AND CERTIFICATIONS/ REPRESENTATIONS REQUIRED IN PARA GRAPH L.4.5 is what is to be submitted to comply with the requirements of section L.2-3. I .a.


ANSWER: All areas that are required to be completed must be completed in their respective sections.


QUESTION 4: This question encompasses DD2345 Military Critical Technical Agreement (Attachment 0005). We have previously completed a DD2345 Military Critical Technical Agreement (Attachment 0005) and been issued a Certification Number. Our current certification is valid and does not expire until 08/15/2021. Do I need to complete the form again, or just provide the Certification Number as question #2 of the Technical Data Request Questionnaire requests, or provide a copy of our approved DD2345?


ANSWER: A certification is a satisfactory response to the DD2345 Military Critical Technical Agreement requirement.


QUESTION 5: Technical Data Questionnaire (Attachment 0006) asks to identify the drawing package being requested, as well as asks to complete a field beginning with "DAAE30" and notes that the information can be found in Section of the Solicitation. However, I am unable to locate any Technical Data drawing package references or any documents in the Solicitation starting with "DAAE30" in Section C.


ANSWER: No technical drawing package has been provided with this solicitation. Drawings would be provided on a task or delivery order basis, if applicable. The referenced forms are examples and would be required in response to a task or delivery order at the time. They are provided along with this solicitation to allow potential respondents the opportunity to see what will be needed in the event drawings are provided, and what will need to be completed and submitted in order to receive drawings. In the event a specific drawing package is used, required forms will be provided again with updated information that is relevant to the drawings being provided.
