About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 8, is seeking a contractor to replace two Uninterruptible Power Supply (UPS) units at the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The procurement involves removing and replacing an EATON IPM Model 30 30KVA in Nuclear Medicine and a Liebert NXB20 20 KVA in Radiology with new 30 KVA/27KW units that include internal batteries, Ethernet SNMP V3 connection, and specific switch load capabilities. The contractor will be responsible for complete equipment removal, disposal, documentation of disposal, delivery, staging, and installation of new equipment, as well as creating a comprehensive work plan and addressing any facility repairs caused during the project. Quotes must include a detailed cost breakdown for evaluation of reasonableness, and the response deadline is March 25, 2025, at 2:00 PM Eastern Time. The technical requirements specify precise equipment specifications, including high-frequency IGBT control with power factor correction and 8-minute full load battery runtime.

The contract opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), limiting competition to qualifying vendors with this specific certification. The solicitation uses NAICS code 335311 for Power, Distribution, and Specialty Transformer Manufacturing and product service code 3040 for Miscellaneous Power Transmission Equipment. While specific budget ranges are not explicitly stated, the contractor must provide a temporary UPS to ensure uninterrupted hospital operations during the equipment replacement process. The project involves the procurement and installation of two complete UPS systems, with the contractor responsible for all aspects of the equipment replacement, including removal of old units, proper disposal, and comprehensive documentation. The technical complexity of the project requires a contractor with specialized skills in medical facility power infrastructure replacement and the ability to work within a critical healthcare environment.
