Nature and/or description of the action being approved:

Type of justification needed:

Brand Name: Only the requested brand is acceptable.

The following are not appropriate causes to warrant brand name justification:

• Personal preference for a product or vendor.

• Cost, vendor performance, local service, maintenance and delivery (factors evaluated in a competitive bid).

• Features that exceed the minimum department/project requirements.

• Need and use for the equipment, unless this information relates to unique factors.

• Requests for sole source, which appear to be based on the departments/projects evaluation of informal quotes. If more than one company is able to provide a quote based on specifications, the purchase does not fit the definition of sole source.

Please provide specific responses to each of the following points (attach a separate sheet if necessary).

1. A description of the supplies or services required to meet the agency’s needs (including the estimated value): Citrix VDI Software and Appliance Support Annual License W/ 1YR SA $454,632.56 for the base year.

2. A demonstration that the proposed brand name qualification or the nature of the acquisition requires use of the authority cited: The Census Bureau is already a Citrix License server customer bureau wide. Due to being a Citrix customer, the program is requesting that the licenses, maintenance and support for the Citrix products be renewed. Doing so will enable us to continue to deliver the Virtual Desktop Infrastructure (VDI) environment to Census customers without any impact to services.

3. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not which exception under 5.202 applies: As required by Subpart 5.2 there will be a brand name justification notice posted along with the Request for Proposal.

5. A description of market research conducted and the results or a statement of the reason market research was not conducted: No market research was conducted on substitute products, for the reasons defined in number 2 above.

6. Any other facts supporting the use of other than full and open completion such as: At this time, the VDI system deployed at the Census Bureau does not allow for any additional industry solutions.

Census currently owns and manages the Citrix Software Licenses and requires this procurement to maintain the system environment and be eligible for upgrades of current technology. In addition, this procurement includes extended support and TRM hours which are used for technical questions and issue resolution. Consideration of another brand at this time would require extensive Certification and Accreditation testing and documentation that would create additional costs for this requirement needed.

4. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: This competition is limited to the manufacturer and authorized resellers only.

Based on the brand name justification and amount of resellers in the industry, the Government anticipated offers will be fair and reasonable.

Certification: The undersigned acknowledges the requirement for competitive bidding and the established criteria for justification of brand name purchases. As the authorized signer, I certify to the validity of the technical information and have verified efforts to review comparable and/or equal products/services as documented in this justification. 7. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition: N/A

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: At this time the current IT infrastructure deployed at the Census does not allow for any additional industry solutions.

This does not mean than Census would be opposed to in the future deploying a different infrastructure since the IT industry is always evolving. Further solutions shall be considered in the future.
