About this file
This is Addendum #1 to a Request for Proposal issued by the Wolcott Board of Education in Connecticut for professional design services for Tyrrell Middle School roof replacement and rooftop unit (RTU) replacement projects. The addendum, issued August 24, 2026, clarifies and modifies requirements from the original solicitation. Proposals are due Friday, August 28, 2026 by 2:00 p.m. The Building Committee intends to select one professional firm for both projects, which will be issued with combined documentation but with costs kept separate as individual projects eligible for separate grant reimbursement. The revised bid form is enclosed with the addendum, requiring contractors to submit separate base fees for each project: Tyrrell Middle School Roof Replacement and Tyrrell Middle School Roof Top Units Replacement. The vendor question and answer period ended August 20, 2026, and this addendum addresses five specific vendor inquiries and provides three clarifications regarding project scope.
Key modifications include revised desired qualifications requiring firms to demonstrate experience as design professionals in completing at least two similar projects in Connecticut within the last ten years that contain both roof replacement and RTU replacement components, rather than the originally stated $5 million per-project threshold. The scope includes drafting plans from existing 1999 drawings with one day of field verification, structural analysis to confirm code compliance, brick and masonry detailing for counterflashing, field survey of existing prestressed concrete tee beam roof structure with repair details for manufacturer warranty compliance, restoration and recertification of the existing grounding system, and minor structural effort for RTU opening resizing. Major structural modifications and primary load-carrying member alterations are considered outside scope as additional services. The RFP does not specify estimated contract value, payment terms, contract renewal options, or award timeline.

Tyrrell Middle School Roof Replacement and Roof Top Units Replacement
Addendum #1
Item #1: Revised Bid Form dated 2026 08 21, 2 pages, enclosed. The Building Committee intends to select one (1) professional for both projects. It is anticipated that the projects shall be issued with a combined set of documents, however costs will remain separated as they are individual projects which will each be submitted for grant reimbursement.
Question #1: The RFQ/P for Tyrell MS requires bidders to have completed two roof replacement/HVAC projects with a construction value of $5,000,00.00 or greater.
How strict is this requirement?
Answer: Delete Desired Qualifications 4.2.1: The Firm must have demonstrated experience as the design professional(s) in the completion at least two (2) similar school construction projects in Connecticut, with a budget of at least $5 Million each, in the last ten (10) years Insert Desired Qualifications 4.2.1: The Firm must have demonstrated experience as the design professional(s) in the completion of at least two (2) projects similar in scope that contain both a roof replacement and roof top units replacements in Connecticut, in the last ten (10) years.
Question #2: The summary/table of the roof top HVAC units does not have the weight of the units. Does the town of a town vendor have access to that information?
Answer: It is assumed that replacement roof top units are similar to weight to existing roof top units. Proposers shall include minor structural effort necessary for resizing RTU openings (angles, lintels, etc.) Re-sizing of primary load carrying members is not included in the
Addendum Issue Date: Monday, August 24, 2026

Wolcott Tyrrell Roof Replacement and Roof Top Units Replacement Addendum #1 scope. Should a roof top unit require the installation of primary load carrying members or alteration of roof joists, beams, etc. then that work will be considered an additional service outside the scope of work.
Question #3: Are the existing drawings (including original building and addition) complete?
Answer: Owner’s project manager is reviewing the drawings provided by Wolcott from the 1999 Tyrrell Additions and Alteration project (166-049EA) and will be scanning them for reference and use. The set generally contains general information, demolition, structural, architectural, plumbing, fire protection, mechanical, electrical drawings. For purposes of the proposal, proposers shall include drafting of the plans from the existing drawings available as well as one days effort of field verification. Any effort beyond this assumption is considered additional services.
Question #4: Is the structural analysis limited to the existing roof capacity and not required for any new HVAC unit loading? Do you have structural drawings available?
Answer: Structural analysis is required to confirm design complies with building codes and safety standards. It is assumed that replacement RTUs are similar in size and weight to existing units. The owner’s project manager is reviewing the drawings provided by
Wolcott from the 1999 Tyrrell Additions and Alteration project (166-049EA) and will be scanning them for reference and use. They are not available prior to the proposal due date.
Question #5: There is currently an inactive grounding system on the roof that will require disturbance due to roofing operations, is it the intent of the district to restore this and have it re-certified or demolish?
Answer: The existing grounding system shall be restored to be a complete and functioning system. The system shall be recertified.
Clarification: Scope of work shall include brick and masonry detailing as needed to accommodate the possibility of raised counterflashing in certain locations due to possibly increased depth of insulation.
Clarification: Scope of work shall include field survey of existing prestress concrete tee beam roof structure at the center portion (highlighted in red) of the original school footprint. Spalling, cracking, exposed rebar, and previous patching of concrete tee roof structure is observed on site. Repair details of tees to allow for the proper installation of the roof system and to achieve a manufacturer’s warranty shall be included. See overhead site photo and two field photos below for reference.
