Scope of Work Summary: Rend Lake Resort Tree Trimming

This Scope of Work document is issued by the Illinois Department of Natural Resources for tree trimming and pruning services at the Rend Lake Resort, located in the Wayne Fitzgerrell State Recreation Area in Franklin County, Illinois. The project requires selective pruning of approximately 115 trees comprising an estimated 485 branches across hardwoods, flowering trees, and evergreens. Work includes removal of dead, dying, and hazardous branches; crown raising to maintain clearances from walkways (minimum 10 feet), roadways (minimum 20 feet), and buildings (minimum 12 feet); and shaping to prevent interference with structures and pedestrian/vehicle safety. The scope specifies distinct treatment protocols by species type, with oak trees receiving particular attention due to non-dormant season work requiring wound dressing application to prevent oak wilt, while maples and flowering trees allow more extensive crown raising. IDNR anticipates the project will require a minimum of six working days for a two-person experienced tree care crew to complete.

The contractor must demonstrate a minimum of five years' experience in tree care work and perform all activities in accordance with ANSI A300 standards and all applicable state and federal laws. All work shall occur between 7:00 a.m. and 3:30 p.m., with contractors required to furnish all labor, equipment, tools, materials, and supervision. A pre-work walk-through will be conducted jointly by the contractor and IDNR staff to mark and identify specific trees and required work. Contractors must remove all cut limbs by end of each workday, protect roadways and sidewalks from damage, repair any rutting or wheel tracks in turf areas, and bear all costs for repairs to any damage caused during execution. A minimum of 51 percent of work must be completed by the Prime Contractor. No pricing information, set-asides, bid due dates, or award timelines are specified in this scope of work document.

SCOPE OF WORK

ILLINOIS DEPARTMENT OF NATURAL RESOURCES

SELECT TREE TRIMMING AND PRUNING

REND LAKE RESORT

WAYNE FITZGERRELL STATE RECREATION AREA

FRANKLIN COUNTY, ILLINOIS

Project Description:

IDNR is seeking a vendor to perform tree trimming on the grounds of the Rend Lake Resort located in the Wayne Fitzgerrell State Recreation Area. The Rend Lake Resort was originally constructed in the early 1990s and most of the trees on the site were planted at that time. Since the Resort was closed in 2015, most of the trees need some light pruning to prevent encroachment on buildings, roads and sidewalks.

The Resort is currently under a major renovation project with the Capital Development Board. While this renovation is still in progress, the tree pruning activities can be performed with proper coordination with the on-site construction activities.

The Department of Natural Resources is seeking qualified vendors to perform the desired pruning of established trees at the Rend Lake Resort.

Project Specifications:

1. Prune to remove hazardous or dead branches that might pose a risk to pedestrians or vehicles on the Resort grounds.

2. Prune to improve or maintain tree health, developing desired structure and appearance and prevent interference with structures, roads and walkways.

3. Pruning shall be performed only by arborists or other qualified professionals who are thoroughly familiar with standards, practices and hazards of arboriculture.

4. Pruning shall not result in excessive topping, lion tailing or shearing.

5. Remove dead, dying or diseased branches.

6. Prune to raise the tree crown to remove branches from the bottom of the crown to provide clearance for pedestrians, vehicles and buildings:

Required Clearances:

a. Walkways – ensure a minimum of 10’-0” from sidewalks to bottom branches.

b. Roadways – ensure a minimum of 20’-0” from road surface to the bottom branches.

c. Buildings – ensure a minimum of 12’-0” from encroachment of branches on building sides, roofs and gutters.

7. Tree Species:

Because this project will occur during non-dormant timeframes, it is important that some trees (particularly oak species) be carefully assessed before pruning.

a. Oaks – do not remove any limbs except for dead or hazardous branches. Apply wound dressing to any oak species that receives pruning to help prevent oak wilt.

b. Maples – remove as above but include crown raising (lower branches) and as needed to meet clearance requirements.

c. Flowering Trees – remove as above for Maples.

8. ANSI A300. Comply with ANSI A300 (latest edition) Standard practices for tree, shrub and other woody plant maintenance.

9. Contractors must have a minimum of five (5) years’ experience in tree care work.

Project Requirements:

1. Vendor shall furnish all labor, tools, materials, equipment, supplies, supervision and transportation to perform duties requested in this scope of work.

2. Dates of work shall be provided to the Site Superintendent for approval.

3. Access to trees: Some trees will be accessible from adjoining roads or sidewalks. The contractor must take measures necessary to protect roads and sidewalks from any damage caused by equipment. Trees in lawn or turf areas must have any rutting or wheel tracks repaired after project completion.

4. All work shall be done between the hours of 7am and 330pm.

5. Use proper, controlled cutting techniques to prevent the bark from tearing.

Equipment must in sharp and good condition. (see attached diagrams for typical standards).

6. The vendor shall be responsible for the removal of all cut limbs by the end of each day of pruning. A chipper can be used on site for this purpose.

7. Contractors will promptly repair at their expense any damage they cause to buildings or sidewalks during the course of the project.

8. All work must be done in accordance with all State and Federal Laws, rules and regulations.

Project Quantities:

The following is an estimate of the number of trees to be pruned for the project:

Tree Type Typical Work Required Estimated No. of Trees

Estimated No. of Branches 2-10” dia.

Hardwoods Dead, dying branches 25 100 Hardwoods Crown raising – lower branching, building encroachment 45 250

Flowering Dead, dying branches – light shaping

30 100

Evergreens Dead, dying branches only, do not limb up

20 35

Total 115 485

To additionally assist with estimating the quantity of work contained within this procurement, IDNR is at a minimum expecting this work to take six (6) working days for a two (2) man, experienced tree care crew.

Prior to commencing work, a walk-through of the Resort grounds will be made with the contractor and IDNR staff and trees will be jointly marked and identified as to the detailed work to be done.

A minimum of fifty-one percent (51%) of the work shall be completed by the Prime Contractor on this project. Pursuant to (30 ILCS 500/1-15.17) the Contractor is the person having a contract with the Illinois Department of Natural Resources
