h. Violation Protocol and Check Sampling
1. Maximum contaminant level (MCL) for coliform bacteria is based on the presence or absence of total coliform. The water supply will be in violation (Tier 2) of total coliform monthly MCL if a quarterly routine sample is found to be coliform-positive. Any total coliform-positive sample must be further analyzed for the presence or absence of fecal coliform or E-coli. Presence of coliform or E-coli will constitute a Tier 1 violation.
2. Any routine nitrate sample exceeding 10 mg/L or nitrite sample exceeding 1 mg/L will be a Tier 1 violation of the MCL.
3. The contractor must notify DEP and the DRS of any total coliform-positive sample or MCL violation within one hour following notification by the testing laboratory. If the Roadside Specialist is not available, the respective county Maintenance Manager should be contacted.
4. Following agency and PennDOT notification, the contractor shall immediately initiate the following procedures:
i. Coordinate efforts with the DRS and building maintenance contractor to discontinue use of the building drinking water supply by shutting off water to all lavatories and drinking fountains.
ii. Post the appropriate notification at a conspicuous location in the rest area building and forward a copy of the posting to DEP. All notifications shall conform to the public notice requirements for the applicable non-community water system tier level violation as outlined in the current EPA Federal Public Notification Rule.
iii. Maintain positing of the notification for the duration of violation and a minimum of fourteen (14) days from time of violation.
iv. Conduct an investigation and inspect the system to identify possible sources of contamination. Initiate necessary actions to correct the problem including checking for proper operation of disinfecting equipment and increasing disinfectant dosage and residual.
v. Within 24 hours, begin collecting and analyzing check samples in accordance with the requirements of 25 PA Code Chapter 109. MCL violations will require the collection and analyses of initial set of at least four (4) check samples. All four samples may be collected within the same day. The contractor will be required to collect check samples until two (2) consecutive samples show negative results.
vi. Any total coliform-positive check sample following a fecal coliform or E-coli-positive routine sample, or and fecal coliform or E-coli-positive check sample will be designated an acute total coliform MCL violation.
vii. The contractor must collect at least five (5) routine samples the next month following a total coliform-positive routine sample.
III. OPERATION OF THE WASTEWATER PUMPING SYSTEM
a. Personnel
1. The contractor shall provide maintenance personnel having the proper skill and experience in maintaining wastewater pumping stations, force mains and gravity sewers as well as knowledge of submersible pumps and control systems. Maintenance should be carried out in a manner to prevent emergencies or unscheduled shut-downs.
2. Provide a certified Class E subclass 4 operator if the Department of Environmental Protection requires it.
b. Time of Operation
1. Once each week, during daylight hours, the contractor shall conduct regularly scheduled site visits to the pump station to perform routine inspections and duties necessary to conduct operational checks and keep the pumping system in proper working order.
2. The contractor shall have maintenance personnel available on call at all other times including holidays as needed in case of a failure that requires immediate attention or pump station alarm.
3. The contractor shall be capable of responding to pump failure and alarm calls, 24 hours a day, and 7 days a week. Response should be within a reasonable period of time, but no later than two (2) hours after proper notification of problem.
4. During each visit, the contractor shall sign the Master Diary log located in the Attendants Office, including the date and time of arrival and departure. Log any maintenance performed during the site visit.
c. Duties and Responsibilities
1. Operation of the wastewater pump station will include maintaining the gravity sewer line between the Welcome Center and the pump station, maintaining the discharge force main, flushing the air release valve and opening any blockages that may occur in the lines.
2. The contractor shall conduct regularly scheduled site visits once each week to perform operational checks by manually starting each grinder pump, inspect the pump station wet well and mercury float switches, and test pump control and alarm functions
3. Check for accumulations of grit on the wet well floor and grease on the sidewalls and perform cleaning or sediment removal procedures as required.
4. At each visit, test the operation of the automatic float controls and alarm functions. Perform pump operational checks by manually starting each grinder pump to ensure proper operation. Perform all necessary preventative maintenance including the removal of the pumps as may be required to clear jams or fibrous material from the pump cutters.
5. As necessary, replace the rotary cutter and the stationary shredding ring on the grinder pumps.
6. During each site visit, check the dual Bioxide chemical feed bellows pumps and control unit to ensure proper operation and inspect for signs of leakage. Verify pump calibration and timer settings.
