Summary of WAGE-2 FY27 Vendor Agreement

This is a vendor agreement form from the City of Boston that implements the Boston Jobs, Living Wage, and Prevailing Wage Ordinance for service contracts. The agreement must be completed and submitted by vendors at the time the City awards a service contract. The form requires vendors to provide detailed information about their organization, the specific contract being awarded, workforce composition, and compensation structure. Vendors must comply with the ordinance's wage requirements, which mandate that all covered employees be paid at least $19.36 per hour for hours worked on City contracts, regardless of employee location or vendor size. The form distinguishes between three categories of covered vendors: service contracts valued at $25,000 or more with 25 or more company-wide full-time equivalent (FTE) employees; vendors with fewer than 25 company-wide FTE employees; and building service vendors or lessees. Different completion requirements apply depending on vendor classification, with covered vendors required to provide job titles and wage ranges, while covered building service vendors must document prevailing wage classifications and standard compensation packages including paid leave, health benefits, and other benefits.

The agreement requires vendors to report their workforce profile, including total employees, Boston residents, minorities, and women employed on the contract, as well as any planned hiring of additional FTEs. Vendors must disclose all service subcontracts and ensure subcontractors comply with ordinance requirements, with notification to the City required within three working days of signing any subcontract. The form includes provisions for vendors to describe past efforts and future goals regarding employee training, advancement opportunities, and recruitment of low and moderate-income Boston residents. Vendors may request exemptions if the contract qualifies under one of four categories: state prevailing wage construction contracts, youth program stipends, work-study or cooperative educational programs, or job training programs with stipends and additional services. Vendors may also request a general waiver if ordinance compliance conflicts with state or federal statutory, regulatory, or constitutional provisions. All submitted information must be certified under oath by a principal officer of the vendor organization.
