These differences must be submitted to the Contracting Officer during the bid process. The Government will not relieve any discipline of work found on another discipline’s drawings but not on their own.
I. BASE ACCESS

Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 31‐101 and AFI 10‐245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
d. All contractor employees and associated subcontractor employees assigned to work on a government site and/or requiring access to a DoD network will be required to register with Advanced Distribution Learning Service (ADLS) at commencement of services in order to complete the necessary training required of them initially and annually for the duration of the contract (i.e., DoD Information Assurance, OPSEC, Security
Administration). The ADLS website is https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp.

Antiterrorism (AT) Level I awareness training prior to beginning work. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or antiterrorism representative. AT Level I Awareness training is available at http://jko.jten.mil.
f. All contractor employees, to include subcontractor employees, requiring access to government installations, facilities, and controlled access areas shall adhere to REAL ID
Act requirements, which stops/prevents unescorted access to federal facilities without a correct form of identification. Several state IDs are currently not compliant, and Alaska currently has an “extension for REAL ID enforcement, allowing Federal agencies to accept driver's licenses and identification cards from Alaska until October 10, 2017” per the Department of Homeland Security. For the status of all other states and territories see: https://www.dhs.gov/current-status-states-territories. Additionally, the most widely accepted alternate form of identification for access to federal facilities, meeting REAL ID
Act standards, is a U.S. Passport or U.S. Passport card.

B. Hazardous Material Usage
C. Hazardous Material Identification
A. RELATED SECTIONS
i. All
B. HAZARDOUS MATERIAL USAGE
i. The contractor shall establish a hazardous material (HM) storage and distribution system when HM is to be used. All HM required to support the contract shall be reported to the Hazardous Material Pharmacy (HMP) using the Contractor HM Identification Form.
The Contractor HM Identification Form will be provided to the Contractor at or prior to the Pre-Construction meeting. Additional HM needed by the contractor shall be identified to the Contracting Officer's Representative for approval by the HMP. See Attachment X.
ii. The contractor planning to use HM for the work must register with the base HMP prior to start of work in order to support the installation’s compliance with Executive Order 13423, Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements.
iii. The contractor shall maintain Contractor HM Identification Form for HM on the job site for inspection/verification.
iv. Contracting Officer's Representative will verify that the HM identified to HMP is the only HM in use on the job site.
v. Contractors shall provide the HMP:
1. A list of each material and quantity of material for all proposed HM.
HM shall mean any item that is:
a. a health hazard or physical hazard as defined in 29 CFR, 1910.1200(c).
b. regulated in its disposal by EPA under 40 CFR.
c. hazardous as defined by DOT regulations under 49 CFR.
d. hazardous as defined by the Dangerous Goods Regulations of the
International Air Transport Association.
2. A material safety data sheet (MSDS) for each item on the list.
Section 01210, Page 2 of 4
vi. The contractor shall establish his/her own HM storage and issue location that complies with federal, state and local environmental regulations. Materials issued shall be tracked for quantities used. Unused materials shall be inventoried and removed from the ANG installation prior to close out of the contract or expiration date of the HM. Reports of materials delivered, used and removed from the installation shall be submitted to the Contracting Officer monthly and prior to contract close out. See Attachment X.
vii. The contractor shall comply with all federal, state and local environmental standards.
viii. The contractor shall accompany the Base Environmental Engineer (BEE) and the COR on project close out inspection to ensure all used/unused HM was removed from the installation. This requirement shall not be a punch list item and must be accomplished prior to the Government accepting beneficial occupancy of the facility or construction item.
C. HAZARDOUS MATERIAL IDENTIFICATION
i. Any material suspected of being hazardous that is encountered during performance of a project shall immediately be brought to the attention of the Contracting Officer, at which time a determination will be made as to whether hazardous material testing shall be performed. If the Contracting Officer directs the contractor to perform tests, and/or the material is found to be of a hazardous nature requiring additional protective measures, a contract modification may be required, subject to equitable adjustment under the terms of the contract.
ii. The contractor is advised that friable and/or non-friable asbestos-containing material may be encountered in project areas. Friable asbestos-containing material is any material that contains more than one percent asbestos by weight, and that hand pressure can crumble, pulverize or reduce to powder when dry. Non-friable asbestos-containing materials are materials in which asbestos fibers are bound by a matrix material, saturation, impregnation or coating. Non-friable asbestos-containing materials do not normally release airborne asbestos fiber during routine handling and end-use. However, excessive fiber concentrations may be produced during uncontrolled abrading, sanding, drilling, cutting, machining, removal, demolition, or other similar activities. 29 CFR 1910.1001 shall be referenced in the event asbestos-containing materials are encountered. Friable asbestos-containing materials are not authorized for use in new construction or maintenance projects.
