W91ZRU-18-Q-5016
Scheduling and Queuing
Q1: Whether companies from Outside USA can apply for this? (India or Canada)
A1: We are required to abide by FAR 52.225-1, Buy American – Supplies.
Buy American – Supplies (May 2014)
(a) Definitions. As used in this clause--
“Commercially available off-the-shelf (COTS) item”—
(1) Means any item of supply (including construction material) that is—
(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
“Component” means an article, material, or supply incorporated directly into an end product.
“Cost of components” means--
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the end product (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph
(1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the end product.
“Domestic end product” means—
(1) An unmanufactured end product mined or produced in the United States;
(2) An end product manufactured in the United States, if—
(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or
(ii) The end product is a COTS item.
“End product” means those articles, materials, and supplies to be acquired under the contract for public use.
“Foreign end product” means an end product other than a domestic end product.
“United States” means the 50 States, the District of Columbia, and outlying areas.
(b) 41 U.S.C. chapter 83, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for an end product that is a COTS item (See 12.505(a)(1)).
(c) Offerors may obtain from the Contracting Officer a list of foreign articles that the Contracting Officer will treat as domestic for this contract.
(d) The Contractor shall deliver only domestic end products except to the extent that it specified delivery of foreign end products in the provision of the solicitation entitled “Buy American Certificate.”
(End of clause)
Q2: Whether we need to come over there for meetings?
A2: In person meetings are not required. We would prefer in person meeting for the programming for each unit, but this can also take place over the phone.
Q3: Can we perform the tasks (related to RFP) outside USA? (India or Canada)
A3: No
Q4: Can we submit the proposals via email?
A4: Yes http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/12.htm#P298_49357
Q5: Would it be possible to know more about the scenarios in which this system is going to be used for scheduling and queuing? For example, is this system scheduling visitors and creating a queue for them to be serviced? Some details about the application of the system would be very helpful.
A5: This system will be used for all of customer service units within the 176 Wing. As of now each unit only services walk-in customers. We would like for members to have the ability to schedule an appointment for a future date of their choice and with a certain section (person) inside that unit. We will still allow walk-in customers, so the queuing system will place the member in the order they arrived.
Scenario: A member walks up to a kiosk, selects which office they need assistance from and has the option to schedule an appointment, select walk-in, or here for appointment. If the member selects “schedule appointment” a calendar will appear with dates and time for the member to choose from. If the member selects “walk-in” it will place them in the queue for that day. If the member selects “here for appointment” the system will notify the office their scheduled customer is here.
Q6: Are we allowed to propose a commercially available software solution NOT directly owned by the bidder and then perform all support and installation?
A6: Yes, the bidder must has the ability to have administration rights to the system. The bidder will need to have the ability to apply/add/update antivirus.
Q7: Are we allowed to work with a third party commercial software provider to provide maintenance and software releases as long as all installation work is handled by bidder?
A7: See Q6 above
Q8: Would we be allowed to customize and develop our own software “versus” commercially available software?
A8: We are requiring this be commercially available so that the product has already been tested.
Q9: Does the GSA Contract # line mean that it is mandatory to have a GSA schedule to be able to bid?
A9: No, that is our template bidder form.
Q10: It mentions being able to support at least 5 offices, does this mean the bid is for a system(s) to be installed in 5 offices and possibly more in the future or just provided the price for a single system and more systems may be added in the future totaling 5 or more?
A10: We currently have 5 offices this needs to support (only one kiosk or station). We would like the capability to add more offices in the future if the need is required.
