Text6: In accordance with FAR 6.302-1(c)(1)(ii)(A) Application for brand name descriptions; if only a portion of the acquisition is for a brand-name product or item peculiar to one manufacturer, the justification and approval is to cover only the portion of the acquisition which is brand-name or peculiar to one manufacturer. Locks and Latches -- BEST access systems -- see Specification Section 08 71 00: Restriction of sources for this acquisition is justified in accordance with FAR 8.405-6(b)(3), the item is peculiar to one manufacturer. Although there are other manufacturers of access systems that can meet theGovernment's minimum requirements, it is not in the Government's best interest to award an acquisition to any other brand. BEST access systems are exclusively used at this facility and it is in the VA's best interest to maintain consistency of the security system. Use of other manufacturers would lead to storing additional inventory, functioning issues due to non-compatibility with existing equipment, multiplicity of service contracts, and increased training and operator requirements.
Text7: The brand-name requirement for this acquisition comprises only a small portion of the overall effort to remodel the facility. The government intends to compete the main requirement on a full and open or full and open after exclusion of sources basis in accordance with FAR 6.1 and 6.2 respectively. Multiple vendors are able to supply the required brand-name specific items, which will be purchased by the prime contractor performing the door/lock repair and install. The brand name components represent a small portion (0.01%) of the overall construction project that is being competed.
Text8: The existing Locks and Latches throughout the entire 168 WG campus is BEST access systems. The Locks and Latches require the same manufacturer in all facilities throughout the campus. Per the market research conducted, different manufactures would require additional equipment for lock and key cutting, different brand keys, multiple Grand master keys that would drastically increase overhead for lock control. Also, the Best system has the unique “figure 8” style lock core, which other brand keys and cores do not fit.
Text9: There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and expert judgement by the subject matter experts and experience of the Alaska Air National Guard, National Guard Bureau, and Air Force.
