SUMMARY OF CHANGES
(End of Summary of Changes)
Name Organization Email Prime/Sub CD Rec'd
Q1: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
A1: This is a new requirement.
Q2: The General Note E says to populate two of the four jacks in each communications outlet with the connection of Ethernet cable between the respective jacks and the patch panel in Comm. Room A‐37.
The Sheet Note #4 on EP141 and #3 on EP142 calls the typical outlet with 4 jacks. Does this mean all communications outlets shall have 4 jacks but only 2 jacks will be connected with cables?
A2: Yes, that is correct.
Q3: EP141, Sheet Note #5 says – Telecommunications Floor Outlet, typical, four (4) jacks required.
Will these floor outlets have 4 cables or 2 as called for above?
A3: Two, same as above answer
Q4: General Note E on both EP141 and EP142 calls for the cable to be terminated onto Patch Panels in the Comm. Room. However, there is nothing on the drawings nor in the specifications directing Patch Panel requirements. Are the Patch Panels existing or do we need to supply new Patch Panels, Horizontal Managers etc.? And I assume there is an existing Rack with sufficient rack spacing if we are to supply Patch Panels and Horizontal Managers??
A4: There is existing rack space to add additional patch panels as needed for this project.
Reuse of existing cable and patch panel space made available from the demolition of existing communications equipment is approved.
Q5: The specs (28 31 00) say that the new fire alarm devices must be compatible with the existing system. I can’t find anything in the specs or on the drawings that say what the existing manufacturer and model of fire alarm panel and mass notification system are installed. Can you please provide that information?
A5: Manufacturer is Simplex, model 4100U
Q6: Performance period is 220 days. With a bid date of September 12th and an award around the end of September would put a completion date around the end of April. Is it the intention of this contract to build the addition in winter months and have the entire project complete by the end of April?
A6: If foundation is poured before ground is frozen. However if that’s not possible, performance period will be extended to where is possible to pour foundation. Likelihood is that this period won’t be met given funds won’t be available until October or November 2017.
Q7: The Acoustical Panel Ceilings specification 09 51 13 2.02, calls for the new ceiling panels to match existing however the existing panel type has been discontinued. Can an alternate panel be provided?
Questions and Answers As of 5 September 2017
A7: No objection to use alternate panel as long as it closely matches existing color and texture
Q8: Will an additional site visit be scheduled?
A8: There will not be any formal site visits. However; should a contractor request one, we will do our best to accommodate a visit.
Q9: Will the existing building as‐built drawings be made available to the bidders?
A9: As‐built will be made available to the successful bidder upon award.
Q10: What brand and model is the building fire alarm system?
A10: Existing system is Simplex 4100U
Q11: Sheet EP141 Note 1 says change to PC type receptacles. Is there a special pin arrangement or NEMA # you are requesting?
A11: PC Receptacles are identified as being double duplex, and strictly for use with personal computers. The intent shown in EP141 is to replace the existing receptacle (duplex) with a double duplex that matches existing PC receptacles.
Q12: The lighting drawing, sheet EL141, designations do not match the lighting schedule, sheet E620, (no A1, A2, C1, C2).
A12: See General Sheet Note G, Basis of Design for Lighting Fixtures.
Q13: Reference Interior Finish Material and Color Schedule on page A‐602, Carpet F‐1 Color is not provided, please provide.
A13: Color is 49700 Sesame
Q14: Interior Finish Schedule on A‐602, calls for F7 and/or F8 as the floor color in several rooms (A‐4, A‐ 19, A‐20, A‐22, A‐23, A‐28, & A‐43) however F‐7 and F‐8 could not be located in the Interior Finish Material and Color Schedule on A‐602. Also F‐3 and F‐4 are listed in the Interior Finish Material and Color Schedule however no Manufacturer or Color were listed. Please clarify.
A14: F‐7 and F‐8 are Vinyl Composite Tiles, manufactured by Armstrong. F‐7 Color is 57501 Nougat, F‐8 is 51811 Antique White.
Q15: Reference drawing page A‐140, existing rooms A‐6, A‐14, A‐20, A‐21, A‐22, and A‐36 do not call for flooring to be removed however these areas are called out to have new flooring installed per A‐142 and the Interior Finish Schedule on A‐602. Will the new flooring be installed over the existing flooring? If not who will be responsible for removing the existing floor coverings? If removals to be by the contractor please provide the types of flooring to be removed.
A15: Provide Request for Information after bid is awarded
Q16: Will the corridors require complete repainting or only as called out per the Interior Finish Schedule?
A16: Only as recalled per interior finish schedule
Q17: Painting Specification 099004,3.08, D, 2. calls for "Touch up and repaint baseboard heater covers after proper preperation." Please identify the location and number of covers requiring repainting
A17: Provide Request for Information after bid is awarded.
Q18: The Exterior Material and Color Schedule on A‐602, Item E‐6 calls for Louvers to be painted to match Rock Tan of the existing wall panel, blank off unused portions with black anodized aluminum sheet. Please confirm that no new louvers are required and that there is not work schedule on the existing louvers.
A18: See A‐301. No Louvers are to be added as part of new addition
Q19: The Exterior Material and Color Schedule on A‐602, Item E‐7 calls for Pipe Bollards to be painted Sorrel Brown. Please confirm that no new pipe bollards are to be installed and that no work is schedule for any existing pipe bollards.
A19: No bollards to be installed as part of new work.
Q20: Please confirm that is NOT the intent of this project to repaint the entire exterior envelope of this project building, only that the new work must match the existing according to the finishes provide in the Exterior Material and Color Schedule.
A20: Only new construction will be painted. Intent is to match existing building finishes, not repaint entire exterior of existing building.
Q21: Per the Interior Finish Schedule on A‐602, rooms (A‐3, A‐20, A‐21, A‐28, A‐36 & A‐44) have additional remarks calling for N‐3, P‐Lam. Per the Material and Color Schedule N‐3 calls for solid surfacing not P‐Lam. Please clarify the correct material for the countertops.
A21: Provide Request for Information after bid is awarded
Q22: Can the number, size, and location of the skylights be provided?
A22: Provide Request for Information after bid is awarded

A26: Provide Request for Information after bid is awarded
Q27: Sign Types "A", "B" and K" are detailed on page A‐502 however sign type "M" per the sigh schedule on A‐601 could not be located. Please provide.
A27: Provide Request for Information after bid is awarded
Q28: Architectural page A‐150, along grid 3 between grids A and B, indicates that the opening for the existing overhead door is to be infilled by wall type‐'C' / A‐001 (Metal Studs and GWB) , however sheet note 4 /S‐101 indicates the infill this wall per detail 5/S‐501, which requires cmu infill. Which is correct?
A28: Provide Request for Information after bid is awarded
Q29: Will rigid insulation be required under slabs on grade as depicted in section 'C' on page A‐302. Is so please provide required thickness.
A29: Provide Request for Information after bid is awarded
Q30: Please provide a specification for the 3" Insulated Metal Wall Panels. Can the manufacturer of the existing panels that are to be matched also be provided to insure a profile match?
A30: Provide Request for Information after bid is awarded
Q31: Reference Specification Section 03 30 00 ‐ Cast in Place Concrete, 2.03, B. Potential Alkali Silica Reactivity generally becomes present due to exposure to aircraft activity, the interior slab should not be met with this element, and therefore the addition of alkali silica mitigating pozzolans could serve of little purpose and have substantial additional costs. Please confirm if this is required.
A31: Provide Request for Information after bid is awarded
Q32: Reference Specification Section 03 30 00 ‐ Cast in Place Concrete, 2.03, E, 1. Combined Aggregate Gradation. Specification is requiring a very course mix that creates difficult finishing and pump ability. If a mix design meets all other criteria (slump, water to cement ratio, and strength) and has a history of performance can it be the responsibility of the supplier/producer to determine aggregate proportions?
A32: Provide Request for Information after bid is awarded
Q33: Sheet EP141 Note 1 says change to PC type receptacles. Is there a special pin arrangement or NEMA # you are requesting?
A33: See Answer #11
Q34: The lighting drawing, sheet EL141, designations do not match the lighting schedule, sheet E620, (no A1, A2, C1, C2).
A34: See Answer #12
Q35: Demo sheet, A140, says remove existing veneer and re‐use, detail A on same sheet says to reuse if acceptable to owner. What will be acceptable?
A35: Provide Request for Information after bid is awarded
Q36: Demo sheet A140 says to “save for reinstall or move to a location designated by owner” in several notes. Does this mean items will not be re‐installed? Is location “designated by owner at the job site, somewhere else on base or at a different location? Does this mean somewhere else in building and reinstalled? Please clarify.
A36: Owner will designate final location of equipment to be moved, but anything moved to be reinstalled will stay in the building.
Q37: Are there work hour restrictions other than those listed in the contract? Specifically are there certain times patients are seen when we can’t work in an area? Are there work time restrictions due to noise and seeing patients?
A37: No work hours restrictions other than those listed in solicitation. Facility is only used as clinic during designated drill weekends for Guardsmen (once a month).
Q38: Specification Section 01 74 19 requires a full time LEED Accredited Waste Management Coordinator. Due to the small size of the project and relative small amount of waste generated by this project this requirement seems excessive and expensive. Please confirm we are to have a full time LEED Accredited Waste Management Coordinator on site throughout the duration of the project as specified.
A38: LEED checklist is to be used as reference only. Government won’t pursue LEED accreditation for this project.
Q39: Specification Section 01 74 19 requires recycling concrete and asphaltic concrete paving by pulverizing and crushing and screening and then used as general fill. Again, due to the small amount of waste generated for this project this seems excessive and expensive. Please confirm we are required to conform to these requirements in lieu of just disposing of the construction debris thru the normal waste stream. Same question on recycling wood, workers drink containers and lunch bags.
A39: See Answer #38
Q40: While we understand the use of LEED requirements both for waste management and construction, on a project this size, with a limited budget, small size etc. enforcement of these requirements will, in all likelihood, push the project beyond its funding limits. Please confirm we are to bid all the LEED requirements, all the LEED personnel and all LEED material requirements in all specification sections as written.
A40: See Answer #38
Q41: See Interior Finish Material and Color Schedule ‐ A‐602 N‐4 Privacy Curtain. Please provide specification for this item of work.
A41: Provide Request for Information after bid is awarded
Q42: There is a STC 48 called out in the specs but none doors are called out as STC on the door schedule?
A42: Provide Request for Information after bid is awarded
Q43: Are any of the doors fire rated?
A43: Provide Request for Information after bid is awarded
Q44: Which doors are in need of the 4” head?
A44: Provide Request for Information after bid is awarded
Q45: Section 03 30 00 "Cast in Place Concrete" Subsection
2.03 Section B 2 Potential Alkali Silica Reactivity Tests. Potential Alkali Silica Reactivity becomes present due to exposure to aircraft activity, the interior slab will not be met with this element, therefore the addition of alkali silica mitigating pozzolans serve no purpose and create an unnecessary cost.
A45: Provide Request for Information after bid is awarded
Q46: Section 03 30 00 "Cast in Place Concrete" Subsection Section 2.03 "Concrete Mix Design" Section E
1. "Combined Gradation Limits: Fine aggregate shall be in the range of 36 percent to 40 percent of total aggregate weight". This specification is promoting a very coarse mix therefore creating issues regarding finish ability and pump ability. If a mix design meets all other criteria; i.e. slump, water to cement ratio, and strength, and has a history of performance; aggregate proportions to achieve such should be the responsibility of the supplier/producer.
