SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.01 ARCHITECTURAL

A. Work consists of a 750 square foot addition to the northeast corner of the existing building, containing offices and open work space. Twelve existing rooms will be altered by removing and adding walls, and some plumbing will be relocated. A movable partition at the training room and high density storage system at the admin area will be removed. An examination room will be added, the hearing test room will be relocated, and a waiting area will be enlarged. Finishes will be replaced at all altered areas and signage will be revised to reflect new office functions. The building envelope for the addition will match existing.

1.02 STRUCTURAL

A. The structural scope of work consists of a 21-foot 4-inch by 30-foot 0-inch addition to the northeast corner of the facility. The addition will match and be tied into the existing construction.

1.03 DEMOLITION

A. The 8 inch reinforced CMU shear and bearing wall along Grid C will be demolished to the extents shown on Drawings. Beam seats will be cut-in at the ends of the demolition extents for the support of a new roof girder. The roof deck shall be selectively demolished to allow for the wall demolition and the installation of the roof girder. Additional selective roof deck demolition will be required over the new roof girder’s interior bearing location to tie it to the adjacent wall per Drawings. The new roof deck profile shall be fabricated to fit the extents of the demotion. The Contractor shall be responsible for all temporary support and shoring design.

1.04 ADDITION

A. New reinforced concrete strip wall foundations will be constructed along Grids 1 and A to support new 8-inch special reinforced CMU shear walls. The strip footings will match and be tied into the existing foundation. A 5-inch reinforced concrete slab on grade will be constructed at the new addition to match existing floor construction.

B. A new roof girder will be installed along Grid C to support the existing and new roof joists. The existing roof joists will utilize their existing bearing plates. The Contractor will need to verify existing roof joist seat and spacing dimensions prior to fabrication. The new joists will be installed bearing on the new girder at Grid C and at joist pockets in the new CMU wall along Grid A.

The new roof will consist of metal deck fastened to the joists, girder and ledger angles.

1.05 MECHANICAL

A. The general scope for the mechanical work consists of rezoning and, where necessary, adding ventilation and heating to accommodate the new architectural layout. The existing system consists of Variable Air Volume (VAV) boxes with hydronic reheat coils, with additional heat provided by hydronic perimeter baseboards or hydronic unit heaters. The entire building is on one system, served by a single air handling unit.

B. Two new VAV boxes will be added; one to serve the new space in the northeast corner of the building, and one to serve new loads from a reconfigured space on the west side of the building. In other areas, VAV boxes will be moved to fit new zoning or rebalanced to accommodate new loads. To provide adequate ventilation to the new spaces per ASHRAE 62.1, the supply air branch duct serving the northern portion of the building will be demolished and upsized.

C. Similarly, new hydronic perimeter baseboards will be added to the new exterior walls on the northeast corner of the building. In other spaces, baseboards are rezoned to match the new layout. One new thermostat will be installed in Admin A-1, and three thermostats are moved to new locations, while all other spaces use existing thermostats for control.

D. There is also minimal plumbing remodel. Two new fixtures will be connected to existing water, vent, and drain piping, and a roof drain riser pipe will be moved because it is routed in a wall to be demolished.

E. No additional heating or ventilation capacity will be added to the existing system. The existing boiler and air handling unit were evaluated and were found to be adequately sized to serve all existing and new spaces.

1.06 ELECTRICAL

A. The electrical work scope for this Project consists of demolition of lighting, receptacles, light switches, and communication outlets in the selected areas of the facility as shown on Demolition Drawings. Installation of new devices are identified on Drawings as well for existing spaces to be upgraded and for

expansion of the northwest corner of the facility. For electrical systems demolition, existing circuits will be reused for lighting and receptacles to be removed. A few new electrical branch circuits will be required, however, existing panelboards have capacity to support these new loads. For the most part, existing spare 20 amp circuit breakers are available to feed the new loads. Communication outlets are identified for installation. Reference the electrical and communication specifications for more details.

1.07 FIRE PROTECTION

A. Sprinklers will be removed and plugged as necessary. Piping will be extended throughout new area and sprinkler piping affected by the work will be removed and capped as necessary. Upon space expansion, the sprinkler system will be expanded into the new space per NFPA 13. New piping will be connected to the nearest 2 inch existing sprinkler piping. Quick response type semi-recessed sprinklers shall be provided throughout the modified spaces.

Sprinklers will match existing in surrounding area. System will be tested at working pressure per NFPA 13. All piping shall be Schedule 40.

B. Fire alarm devices in the area to be expanded will be removed during the work and the FACP shall be modified so that the FACP is not in trouble condition during work. Relocate existing devices and provide additional devices as necessary. Test the Fire Alarm System per NFPA 72 including the system components in the remainder of the clinic as necessary.

SECTION 01 57 13

TEMPORARY EROSION AND SEDIMENT CONTROL

PART 1 GENERAL

1.01 SUMMARY

A. This section covers Work to implement structural and nonstructural Best Management Practices (BMP) to control soil erosion by wind or water and keep eroded sediments and other construction-generated pollutants from moving off project sites. Requirements described in this specification and shown on Drawings are part of the project Temporary Erosion and Sediment Control Plan (TESC Plan) and are the minimum for all project construction sites and conditions. This specification covers all project activities, including material sources, disposal sites, and offsite mitigation areas unless specific project activities are excluded elsewhere in this specification or in other Contract Documents controlling the Work.

B. National Pollutant Discharge Elimination System: Comply with Federal, state, and local laws, rules and regulations, and the National Pollutant Discharge Elimination System (NPDES) Construction Stormwater Discharge Permit or Permits applicable to the project. A copy of the Project’s General Construction Permit, if applicable to the Project, is available from Owner.

NPDES General Construction permits are required on projects that involve disturbance of 1 acre or more with potential to discharge stormwater to surface waters.

C. Other Regulations: A local government erosion and sediment control permit may apply and some local agency requirements may be more stringent than this specification. Adequate erosion and sediment control is essential for complying with the federal Endangered Species Act where construction runoff enters waters inhabited by protected species.

1.02 REFERENCES

A. Activities shall conform to the JBER Storm Water Management Plan version in effect at the time of construction and Drawings. In the event of a conflict, the more stringent requirement shall apply.

1.03 SYSTEM DESCRIPTION

A. Erosion and Sediment Control: Provide, maintain, and operate temporary facilities to control erosion and sediment releases during construction period.

B. Personnel Training: Prior to commencement of construction, applicable personnel must have an understanding of the Construction Stormwater Discharge Permit’s requirements and their specific responsibilities under the permit. At a minimum, personnel must be trained to understand the following as it relates to the scope of their job duties:

1. The location of all stormwater controls and how to maintain them.

2. Procedures for complying with the pollution prevention requirements.

3. Procedures for conducting inspections, recording findings, and taking corrective action.

C. Preventing erosion, and controlling runoff, sedimentation, and nonstormwater pollution, requires Contractor to perform temporary Work items including, but not limited to:

1. Providing ditches, berms, culverts, and other measures to control surface water.

D. To the degree possible, coordinate this temporary Work with permanent drainage and erosion control work the Contract requires.

E. Engineer may require additional temporary control measures if it appears pollution or erosion may result from weather, nature of materials, or progress on the Work.

F. If Engineer orders the Work suspended, continue to control erosion, pollution, and runoff during the shutdown.

G. Nothing in this section shall relieve Contractor from complying with other Contract requirements.

PART 2 PRODUCTS (NOT USED)

PART 3 EXECUTION

3.01 PREPARATION

A. Engineer’s acceptance of the TESC Plan is required prior to starting earth disturbing activities.

B. Include proposed stockpile areas and installation of temporary erosion control devices, ditches, or other facilities in Work phasing plans.

C. Areas designated for Contractor’s use during Project may be temporarily developed as specified to provide working, staging, and administrative areas.

Include control of sediment from these areas in the TESC Plan.

3.02 MAINTENANCE

A. The ESCP measures described in this specification are minimum requirements for anticipated Site conditions. During the construction period, upgrade these measures as needed to comply with all applicable local, state, and federal erosion and sediment control regulations.

B. Maintain erosion and sediment control BMPs so they properly perform their function until Engineer determines they are no longer needed.

C. The intentional washing of sediment into storm sewers or drainage ways must not occur. Vacuuming or dry sweeping and material pickup must be used to cleanup released sediments.

D. Inspect BMPs in accordance with the schedule in the Construction Stormwater Discharge Permit(s) or as directed by Engineer.

E. Complete an inspection report within 24 hours of an inspection. Each inspection report shall be signed and identify corrective actions. Document that corrective actions are performed within 7 days of identification. Keep a copy of all inspection reports at the Site or at an easily accessible location.

F. Initiate repair or replacement of damaged erosion and sediment control BMPs immediately, and work completed by end of next work day. Significant replacement or repair must be completed within 7 days, unless infeasible.

G. Within 24 hours, remediate any significant sediment that has left construction site. Investigate cause of the sediment release and implement steps to prevent a recurrence of discharge within same 24 hours. Perform in-stream cleanup of sediment according to applicable regulations.

H. At end of each work day, stabilize or cover soil stockpiles or implement other BMPs to prevent discharges to surface waters or conveyance systems leading to surface waters.

I. Temporarily stabilize soils at end of shift before holidays and weekends, if needed. Ensure soils are stable during rain events at all times of year.
