About this file
This document contains a statement of work and questions and responses related to a federal solicitation for urinalysis reagents and analyzers. The requirement is for urinalysis testing at Womack Army Medical Center at Fort Bragg, North Carolina, and includes one combined urine chemistry and microscopy analyzer and one backup analyzer for the medical center, as well as four additional urine chemistry analyzers for clinics. The contractor must provide all equipment, training, supplies, reagents, and maintenance. The contract will have a base year and four option years, with an estimated period of performance of 12 months. Pricing will be on a cost per reportable result basis or for reagent purchases. The small business size standard is 1,000 employees.

Statement Of Work:
1.2. The contract pricing SHALL be an all-inclusive price within the Cost per Reportable Result (CPRR) and /or reagent purchase. The selected Contractor is responsible for all equipment. Equipment shall remain the property of the Contractor. The Contractor shall meet the requirements of this SOW and tests quantities as outlined in the exhibits.
The automation system shall include at a minimum:
- One combined automated urine chemistry and microscopy Analyzers and one as a backup for WAMC as well as 4 automated urine chemistry analyzers for clinics.
- Peripherals (e.g. Uninterruptable Power Sources (UPS), instrument specific computers, Control Processing Unit (CPU’s), printers, barcode scanners, terminals/monitors, etc.
Contractor’s Question:
Section 1.2 Does the lab require a redundant back providing chemistry and microscopic results?
Response:
One combined automated urine chemistry and microscopy Analyzer and one urine chemistry as a backup for WAMC.
Statement Of Work:
2.1. The automation system shall be manufactured, sold and supported by one Contractor. The automation system shall be serviced and supported by the awarded Contractor. This includes all on-site and off-site training, Information Technology (IT) project management, IT implementation, phone support as well as on-site maintenance. The automation system shall be capable of interfacing with the military hospital computer system, i.e., the Composite Health Care System (CHCS), and Military Health System (MHS) Genesis which may come on-line during the contract period. The Contractor shall have an established driver compatible for interfacing the analyzer with the CHCS and MHS Genesis. The interface between the hospital computers systems and analyzer shall be bi-directional.
Contractor’s Question:
The requirement in section 2.1 that the instrument be manufactured by a one Contractor limits competition and cannot be met by the current Womack UA vendor, Beckman, nor by this vendor. Beckman uses an strip reader that is manufactured by Arkray integrated with their Iris. This vendor has a similar relationship with Siemens, using their strip reader integrated with the microscopis device. Can this requirement be removed or revised?
Response:
The requirement revised “The automation system shall be distributed, sold and supported by one Contractor. The automation system shall be distributed, serviced and supported by the awarded Contractor.”
Statement Of Work:
3. TRAINING.
The Contractor will provide initial on-site operator training to a maximum of fifteen technicians assigned to the Government site prior to initiation of use of the analyzer. In addition, the Contractor will provide training for six primary operators at the Contractor’s training site. The Contractor will also provide one training slot per contract year, at the Contractor’s training site. Operator training at the Contractor’s training site shall include all costs of off-site training, i.e., transportation (air and ground), room and board. Contractor shall provide/install/train users on the data management system with either off site or in house training.
Contractor’s Question:
In Section 3 regarding Training is a requirement for 6 trainig slots for off-site training. During this time of the Covid pandemic can alternative training methods be proposed that would eliminate the need for travel by the operators, yet still provide the same level of training and certification?
Response:
During Covid pandemic, an alternative training will be considered. Post Covid pandemic, we may require off-site training.
Statement Of Work:
5.1.1. The contractor shall provide one complete Urinalysis system that has the ability to perform 9 Urine chemistries, specific gravity, color, clarity and microscopic analysis. The system shall provide redundancy to ensure continuous operations, training, supplies, reagents, unscheduled maintenance, and preventive maintenance for the equipment.
Contractor’s Question:
Section 5.1.1 requiring redundancy, is the Lab asking for a system that provides redundancy for both the chemistry and microscopic components?
Response:
1.2 is an overall requirement for Womack and clinics.
5.1.1 is specific requirement for Womack system (includes combined chemistry and microscopic system).
5.2 is requirement for second urine chemistry analyzer (back-up) for Womack.
5.3 is requirements for urine chemistry analyzers for clinic.
Statement of Work:
5.1.4. The analyzer shall be FDA approved for Fluid analysis to include Cerebral Spinal Fluid (CSF), pleural, peritoneal, peritoneal dialysate, peritoneal lavage, pericardial, and general serous fluids.
Contractor’s Questions:
For Section 5.1.4 requiring body fluid capability can alternative body fluid methods be proposed?
Response:
Body fluid is required on the system.
General Questions:
Is the same blended price required for all Clinics?
Response:
Each clinic will be priced depending on workload.
