The following have been added by full text:
Q&A - AMENDMENT 0003
Q1: We are registered and approved vendor at Sam.gov with Electrical (C-10) and Communication License (C-7) in California. Are we eligible to turn in our proposal or are you seeking for a vendor located in South Korea?
A1: Please refer to Addendum to FAR 52.212-1, “Eligibility for Award of ROK MND Contracts,” in solicitation: “The parties hereby agree that all LCS work must be accomplished in the ROK or its territorial waters and that all equipment and supplies that are to be acquired with ROK Government funds shall be manufactured in the ROK, and all LCS service work shall be carried out by Korean contractor(s), the Korea Railroad Corporation, or the ROK military.”
Q2: Between the camera and the NVR, it must use Cat.6 Cable? Or can be use Cat.5 cable?
A2: Cat6 UTP cable must be used for CCTV Cameras wiring.
Q3: The products, can I use MADE IN CHINA product? Or Must be use EXCEPT CHINA product? (ex: Made in Korea, USA, Japan, Germany and etc). because some of named brand’s products are MADE IN KOREA. Like a SAMSUNG, HANWHA, LG, BOSCH, HONEYWELL and etc.
A3: Please refer to Addendum to FAR 52.212-1, “Eligibility for Award of ROK MND Contracts,” in solicitation: “The parties hereby agree that all LCS work must be accomplished in the ROK or its territorial waters and that all equipment and supplies that are to be acquired with ROK Government funds shall be manufactured in the ROK, and all LCS service work shall be carried out by Korean contractor(s), the Korea Railroad Corporation, or the ROK military.” In the case that Korean manufactured items are not available to meet requirements, off-shore materials are approved but the contractor will have to sign a memo stating, “Our company has attached the list of non- Korean manufactured items used due to non-existence of Korean manufactured items that meet the contract specifications and will submit the final list in the case additional non-Korean manufactured items are identified while fulfilling the contract. Our company has no objection to all legal consequences that could arise as a result of not submitting the current status of non-Korean manufactured items used or using non-Korean manufactured items despite the existence of available Korean-manufactured items (Violation of the obligation to use Korean-manufactured items).”
Q4: Thank you for confirming that an ‘Information and communication business registration certificate’
(정보통신사업등록증) will be acceptable as well as the a ‘License of registration Electrical Construction Business’
(전기공사사업등록증) during the site-visit.
A4: After discussion with customer, it has been decided that, “Information and Communication Business License
(정보통신사업등록증),” will be added to Technical Capability Sub-Factor 4: Business License, to comply with ROK law.
Q5: The Cable specification was not included in the SOW other than “CAT6”. Depending on the specification, the cost and performance may vary. It will be fair if all bidders can propose same quality cable. Below are the examples of CAT6 specification.
a. UTP, or FTP
b. AWG (23, 24 or etc.)
c. Frequency Bandwidth (250Mhz, 500Mhz or etc.)
d. 1000BASE-T, 10GBASE-T or etc.
A5: See the paragraph 2-6.2.1.4 (Page 24) in UFC 3-580-01.
2-6.2.1.4 - CAT6 UTP Patch Cables Provide 4-pair, minimum size 24 AWG stranded UTP copper patch cables rated for Category 6, with 8-pin modular plugs at each end.
Q6: Can we use the existing inter-floor tube in the Comm room for cabling between floors? Also, do ALL other buildings have the pre-installed tube between ALL floors? In other words, is there possibility for us to drill holes and install the tube between floors?
A6: Each floor communications room have cable tray to support new cable installation through each floor ceilings for vertical and horizontal distribution pathways.
Q7: Are there existing tubes or terminal box between indoor and outdoor for cabling? In other words, should we drill holes each ends of the corridors each floor for the cabling outdoor cameras?
A7: Yes, holes must be drilled and properly sealed after installation.
Q8: EMT guideline will be appreciated. (Size, coupling type, bending style and etc.)
A8: See the paragraph 2-5.3.2 Conduit (Page 21) in UFC 3-580-01.
2-5.3.2 Conduit Design conduit systems in accordance with TIA-569-C. Install electrical metallic tubing (EMT) conduit from the cable backbone distribution system, whether cable tray or enclosed duct, to each outlet unless a conduit-less system is approved by the telecommunications manager. Provide a minimum of 1-inch (27 mm) EMT conduit for standard outlets. When cable tray or enclosed duct is not used, install individual conduits from the TR to each outlet. Coordinate conduit bend radii with cable bend radius. Arrange conduit entries at outlet and junction boxes so that cables passing through the box enter and exit at opposite sides of the box. Do not use flexible metal conduit for telecommunications wiring except when installing floor-access boxes in a raised floor, where the floor-access box may be relocated within a specified service area. In this case the length of the flexible metal conduit \1\ must /1/ not exceed a length of 20 feet (6 m) for each run per TIA-569-C. Avoid using in-slab and below grade conduit systems for interior telecommunications designs as these systems provide the least flexible horizontal distribution system. If an in-slab or below grade conduit system is utilized in the telecommunications design, comply with NFPA 70 and utilize cables that are listed and rated for wet locations. Do not use plenum or riser rated cable, gel filled OSP, and unlisted cables in such an environment. Consider that cables rated for a wet location typically have a larger outside diameter and this may affect conduit fill rates and conduit sizing. Larger conduit sizing in the slab may affect the structural integrity of the structure. For in-floor conduit systems, provide home runs back to the TR serving that area. Serve all telecommunications outlets from the TR located on that floor.
Use an optimal conduit fill ratio of 40 percent for conduit sizing. Do not exceed a fill ratio of 50 percent. Do not install more than four, four-pair cables in a 1-inch (27 mm) conduit. Do not use conduit in family housing projects unless it is a high-rise apartment building.
Q9: Are all elevators have existing cables running through the space? What kind of cable is used? How many cables are there per elevator?
A9: There are two extra unused coaxial cables in elevators.
Q10: Is a separate junction box required for each camera? Or direct termination/ plug-in without junction box is acceptable?
A10: Junction boxes are not necessary for interior cameras and direct termination/plug-in is acceptable. Junction boxes for exterior cameras are required.
Q11: Would you provide format/template and data requirements for the final report? Are there specifically required data or test items to be included in the report? Or, will the report be just a ‘day-in-the-life’ type of operation test going through required functionalities marking on check-boxes?
A11: See the paragraph 5.1 Performance Verification in SOW. It is the vendor’s responsibility to develop a Performance Verification Test that meets the requirements of the SOW and demonstrates the system operates properly.
Q12: Would you allow bidders to have extra time to prepare the proposal? It will be ideal to have about two weeks of time after the response of the RFI.
A12: The RFP closing date has been extended to Aug 16th 1300 HRS per Amendment 0002.

In accordance with FAR Parts 12 and 13, award will be made to the responsible Offeror submitting the Lowest Priced Technically Acceptable (LPTA) offer that satisfies all terms and conditions of the solicitation. Offers will be evaluated for acceptability, but not ranked using the non-price factors/subfactors. All non-price factors and subfactors will be rated as either “acceptable” or “unacceptable”. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.
The following ratings will be used in evaluating all non-price factors and subfactors except Past Performance:
ACCEPTABLE: Offer meets the requirements of the solicitation.
UNACCEPTABLE: Offer does not meet the requirements of the solicitation.
FACTOR I: TECHNICAL
Sub-factor 1: Specifications: Offerors shall be evaluated on detailed specifications for the proposed items along with their offer which clearly demonstrates that the proposed items meet the minimum specifications in the solicitation. Offerors who fail to submit detailed specifications with required documentation will not be considered for award.
Sub-factor 2: Relevant Experience: The offeror shall be evaluated on proof (copies of contract) of at least one (1) year prior experience during the last three (3) years with “similar or same” scope and size installation of CCTV into multi and multi-story building associated with network video recording system. It must also appear on prime contractor license.
FACTOR II: PAST PERFORMANCE
The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the solicitation requirements. This factor will be evaluated on an “acceptable” or “unacceptable” basis using the ratings in below table. Past Performance will be evaluated based upon offeror’s client’s satisfaction on similar projects within the last 3 years. The Government reserves the right to obtain past performance from any reasonable source available, including Government databases in order to evaluate past performance. A maximum of three (3) references will be evaluated.
The following ratings will be used in evaluating Past Performance:
ACCEPTABLE: Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (See note below).
UNACCEPTABLE: Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)).
Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
FACTOR III: PRICE
Proposed price will be reviewed to determine if the price is complete and reasonable. The price offers will be evaluated FAR 13.106-3 (a) (1) & (2). The following applies to that evaluation:
(a) Completeness: The offeror shall complete the pricing information for all CLINs identified. Any underlying assumptions including proposed escalation rates between the 1st and subsequent periods shall be clearly explained.
(b) Price Reasonableness: Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.
(c) Price is not scored: The proposed price shall include all CLINs as listed on the Price Schedule. The Government intends to evaluate offers and award a contract without discussions. Therefore, Offerors are instructed that submitted offers should contain their best pricing.
