QuestionsPWS RefQuestions from ContractorGovernment Response
1Distance of flight line is required and ideally if any information of Outside Plant (OSP) cable infrastructure and communications pathways inside flight line would be very helpful in consideration of access restriction,

overtime payment and limit to working hours Distance of flight line runway is about 9,000 feet. We are estimating about 510,000 feet of cable routes associated with this survey as listed in paragraph 1.8.1. A CVC map is attached for some insight on the communications ducting infrastructure to be surveyed across Osan. The Cable shop, COR and SCXP will work closely with the contractors to gain access to restricted areas within normal duty hours Monday through Friday. Any after hour access based on mission needs will be addressed on a case-by-case but not expected.

2Para1.8.1Please correct us if our understanding is wrong. If the cable route which is not able to be traced electronically due to no tracer wire and metallic conductor in the path, these cables are not required to collect, update data and tag as per Para 1.8.1.
Added the following to para 1.8.1: In the event tracer wire is not in place or non-metallic material is available to properly use GPS measurement tools, specialized tools such as a Cable Rod with tracer tips should be utilized to collect GPS data when possible. No installation is required of tracer wire but using necessary tools to properly collect necessary data for this survey.
3As Para 1.8.1 stated "The Contractor is required to electronically trace the path of all direct buried cables and/or ducts by plotting GPS points.", in order to perform GPS positioning to locate and collect data from communication path, the cables and/or ducts have to have either tracer wire or metallic conductor themselves.

Since GPS positioning is performed by tracing based on the tracer wire or metallic conductor, if the cables and/or ducts don't have them, it won't be able to locate and collect data.

That's why we were asking during the pre-proposal conference also if there is any cables and/or ducts without tracer wire or metallic conductor;

- Should we install them to perform GPS positioning (We do remember that Government answered there is no new installation).

- Or should we leave the cables and/or ducts without tracer wire or metallic conductor out of work scope for GPS Positioning.

- Please advise us how should we deal with the cables and/or ducts without tracer wire or metallic conductor for GPS Positioning.

No installation of tracer wire is required. Use of proper tools to achieve collecting the data needed is what should be done when possible. If any ducting systems are found with no tracer wire or metallic conductor, using a cable rod tool with tracer tip to run down the ducting in attempt to collect proper data with the magnetic or corresponding reading tool from the exterior. If there is no alternative method to collect the data, then noting this for that cable or ducting system should be taken.
43. What kind of Database SW is used for CVC? Ex) Arc/SDE or Oracle 11g or Open source SW or else SWCVC uses java as it's platform, additional info provided is "Shape files can be exported by someone with CVC permissions. Received shape files can layover CVC but cannot be imported into CVC."

5 ATTACHMENT B: COMMUNICATIONS CONTAINER FIELD DRAWING - Will that be acceptable to get the Attachment B before the award of contract.

Reference CVC Appendices attachments refrences.pdf file, page 12. It should be labeled "Attachment B" from the PWS we submitted but is missing this header in this pdf file. See attachment marked "Attachment B"
7Discrepancy of variant accuracy for GPS There is a discrepancy of variant ±3 feet VS within .5 meter between Para 1.3 and Para 1.8.3 as below. Would you please clarify on this? -Quote Start- 1.3. Objectives:

Additionally the contractor will be responsible for performing as-built drawings using GPS assisted survey equipment for accuracy of ±3 feet.

1.8.3. GPS Accuracy of Feature Locations.

Each OSP infrastructure feature and communications pathway requiring geospatial coordinates shall be located within .5 meter of its true ground position in the horizontal plane

Changed and highlighted in PWS. Please note correction of "accuracy" requirements of GPS data collected to be +/- 1 Foot or .5 meters.
8Para 4.8.3Reference 4.8.3: How many pairs of copper and fiber are to be tested? This requirement has no quantifiable information to estimate. This number is truly unknown which is one of the reasons we need this survey done. We have provided estimated workload data in Appendix A. An average of a 25 pair cooper and 12 strand fiber is common for most buildings, an estimated 700 buildings to be considered. Based on what is going into our Main Distribution Frame (B949) and Remote Switch Building (B1384), the approximate numbers for cooper and fiber pairs in these main ITNs are 85,000 copper pairs and 5,000 stands of fiber.
9Para 1.3Reference 1.3: Are these as-built drawings to be in hard copy form, as part of the on-line CVC system only or both?Useable hard copy of as-builds are required in the event shape files are corrupted, inaccurate or CVC is has errors or is down in the future.
10Para 2.1Will a 2ND computer be provided as GFE if one computer is not adequate for CVC access and uploading to the CVC System to meet project timelines?Yes, para 2.1.2 states a maximum of two member can obtain CVC access if able to meet requirements.
11APX AReference Appendix A: What is the quantity of buildings to be accessed for the survey?Total number of buildings on Osan is 875 and about 20% without comm infrastructure. Best estimate of buildings with comm infrastructure is expected to be 700. Wither they all have cabling is unknown. An estimated number of 700 buildings should be used for proposals.
12APX ADoes the government provided computer have a program that can read Micro-station files?Read only yes but not all. Note that no other work is to be performed other than inputting data manually into CVC when using a government computer. Shape files are the requested format that provides layover ability with CVC.
1352.212-1Reference “Notice to Offerors”: Is there an option to submit the proposal in US dollars? Please read notice to offerors.
14PPQNAICS Code required for this contract is 541360 - Geophysical Surveying and Mapping Services on Standard Form 1449. However, it is mentioned that NAICS Code 238210, which is Electrical Contractors and Other Wiring Installation Contractors, is required in the RFP document “A21_ATTACHMENT_1_-_Past_Performance_Questionnaire_(PPQ)”. Please clarify. Please include 238210 Electrical Contractors and Other Wiring Installation Contractors in PPQ. Note there is no new work, additions, alterations, maintenance or repairs being performed.
15Factor Sub-factor 3Reference Sub-factor 3 Personnel Qualifications: Does the Contract Manager require to be from the Prime Contractor or can he be from one of the Subcontractors? The Contract Manager that is proposed shall meet the qualifications outlined in the solictation Factor A -Sub-factor 3. If sub-contract is contemplated subcontract agreement shall submitted. See Factor A- Subfactor B.
16APX AReference Appendix A: What would be the estimated Workload Data for the flight line area because it typically requires additional time and restrictions for access to the areas? We estimate 150 buildings, 75 manholes and no more than 2-months to complete these zones. We will assist in coordinating escorts using the base escort program for access to the flight line. Extra restricted areas which is minimal will be coordinated with SCXP, COR, SCOW work centers.
17APX ACan you please provide us a Base Map with communications infrastructure that shows the grouped work areas such as A1, A2, B1, B2, C1, C2, etc. and do Client have any specific preference or priority in work order?Files can be downloaded using AMRDEC for retrieving CVC overview of each sector for reference. Priority preferred is B2, A2, C2, A1, B1, C1, schedules and milestone timelines should be created by contractor. 18GeneralWe believe that the proposal due date is really tight considering the time to prepare the revised proposal to reflect any changes from the responses to questions to be provided by 8/29/2018 and time required for the Clients to send back Past Performance Questionnaire to the Gov’t. Can the proposal due date be extended at least by the end of next week (9/7) or the following Monday (9/10)..?05 Sept 2018 at 13:00 hrs.
19Pg 35, Factor A: Technical; sub factor 2; Prime Contractor’s Business Registration: The offeror shall submit current and valid business license issued by the ROK Government as listed below. In the case where a subcontractor(s) is used, the offeror shall submit subcontract agreement with the company or companies who possess the required business license (s) issued by the Republic of Korea (ROK). Both the prime and subcontractor will submit the licenses below. Question: if we are a US-based Company doing business solely on the US Air Base, as a Valid USA Contractor under the SOFA, are we required to obtain the Korean licenses? In previous work, we were told that as a USA based company that we would not be required to obtain those licenses. Therefore, this requirement would effectively preclude us from responding to the RFP, despite having worked projects on Korean bases in the past without the need for these certifications.
Please see notice to offerors. U.S based Contractors can only operate in South Korea with DOD under a SOFA agreement. SOFA agreement is attached to a valid contract that has been approved by the Korean Government.
20Page 37, Past Performance, Factor C; The prime contractor shall have a minimum of two (2) recent and relevant past performance contract references and request the two (2) associated past performance questionnaires in installing, relocating, and removing fiber optics, copper, and/or local area networks (LANs). Question: do the questionnaires have to be included on the submission date or just the names of the references and points of contact with a statement that the questionnaires have been sent to them for documentation of performance? The reason for the question is that since we have received the RFP just recently it is impractical to get a response from our POCs that will provide the references in a one week time frame. Those POCs have moved to new duty assignments and need to be tracked down. We have worked on two bases in Korea – Kunsan and Osan and have references related to that work. We thought they would be the best references for this RFP, however, it is unlikely we will be able to get them in one week.PPQ Questionaires has to be submitted by the closing date. Without PPQ we cannot evaluate.
20Pg 82; This is to certify that, to the best of my knowledge and belief, except as described below, no representative of this firm who deals with US Government employees on any aspect of this procurement is a former US Government employee, to include former US military personnel. I understand that this certification is continuing in nature and places a duty on me and my firm to notify the Contracting Officer of any additional individual(s) who fit the above description prior to the individual's assuming duties. Question: Can you confirm that this does not preclude former military personnel (now civilians), including service-disabled, veteran-owned small business owners, from participating in this RFP?No it does not preclude former military personnel (now civilians), including service-disabled, veteran-owned small business owners, from participating in this RFP.
21RFI submission was submitted on 31 July prior to the deadline; we were not notified of the site visit conference for interested parties. All offerors are required to check FBO for any updates to the RFI, or solictation.
22Does our absence from the site conference preclude our Tribalco RFI team from participating in the RFPNo.
23Due to the quantity of the submission requirements (including the questionnaires required from the third-party military representatives on operational missions), would the KO consider an extension of this solicitation to ensure a proper and thorough response?05 Sept 2018 at 13:00 hrs.
