1. SCOPE
The contractor shall be certified to fill a requirement for systems engineering, technical and program analysis, hardware, software design, development and testing, delivery of associated technical support to achieve characterization of environmental conditions for 18 remote weather systems (RWS) at 18 fixed locations throughout South Korea. The remote weather systems will replace the existing weather systems capability (equivalent to the AN/TMQ-53) via Broadband Global Area Network (BGAN) satellite transmission for end-delivery in Meteorological Terminal Aviation Routine Weather Report (METAR) format (full weather observation) to the 557th Weather Wing and vendor maintained Internet webpage.
Equivalent data must also be available for delivery via Internet FTP (file transfer protocol) server or similar industry standard. The replacement of 18 RWS will meet the stated full weather observation capability and data delivery.
2. BACKGROUND
To improve Army Aviation flight safety, 18 remote weather systems were installed throughout South Korea to record limited weather observations in critical flight areas across the peninsula.

ii. Contractor shall confirm receipt of the RWS system with the COR prior to their arrival for removal and installation. In addition, it is the contractor’s responsibility to have appropriate status for entry into Korea under USFK 700-19 regulation.
c) Shipping of equipment:
i. The RWS will be shipped to PBO, AREA II, and Unit # 15333, APO AP 96205-5333 and will be secured and stored in a secure facility until the installation project is completed as required.
ii. The contractor will have access to storage facility to be able to test the equipment to verify functionality and configuration prior to on-site installation activities. All test equipment or other removal and installation tools must be provided by the contractor.
iii. The contractor shall inventory all RWS upon arrival with the COR.
iv. The contractor shall install systems within 120 days after receipt of the contract.
v. The government will transport the delivered new RWS to designated sites after confirmation of receipt of the material by the contractor and the COR.
d) Removal of previous system:
i. The contractor will uninstall (disassemble, wrapped, and palletized for storage) one system at a time.
ii. The government will be responsible for coordinating with Property Book Officer (PBO) for inventory, accountability and transporting the old RWS system to designated location of Defense Reutilization & Marketing Office (DRMO).
e) Installation of new system:
i. Prior to installation, contractor will verify that all shipped systems are properly configured and are operational.
ii. The contractor will test all data collection platforms (DCPs) at the Yongsan storage facility and validate that proper configurations (system name, network settings, elevation data, etc.) are installed on each system. The COR must approve and validate each system for acceptance.
f) Testing:
i. The contractor will submit a site-acceptance test as approved by the Government, that shows how each sensor operates and how to verify that data is being transmitted to the contractor’s Navigator web portal.
ii. Ensure RWS complies with World Meteorological Organization (WMO) and USAF reporting standards for automated systems.
iii. Ensure RWS automatically measure and record the state of the atmosphere to produce weather observations in METAR format, including air temperature, dew point temperature, wind direction and speed/gusts, visibility, present weather (detect type of precipitation and obstruction to visibility), measure precipitation, sky condition with cloud heights/ceilings, and measure barometric pressure.
iv. Transmit RWS data from individual locations via satellite communication.
v. Arrange service and billing for utility and satellite communications.
vi. Allow for communication remote access of RWS systems.
vii. Deliver data to the 557th Weather Wing in METAR format for ingesting into the Air Force
