PERFORMANCE OF WORK STATEMENT
FOR
INSPECTION, TEST, MAINTENANCE AND REPAIR (ITMR) OF ROLL UP, OVERHEAD AND
SHUTTER DOORS
1. DESCRIPTION OF SERVICES
The Contractor shall provide all labor, supervision, equipment, tools, expendable parts/materials, transportation and services necessary to perform inspection, test, maintenance and repair of U.S. Government-owned roll-up (high speed), overhead and shutter doors at the Kunsan AB in accordance with this Performance Work Statement (PWS) and equipment manufacturer’s operation and maintenance (O&M) manuals. The workload estimates requiring these services are listed in the Appendix A. All type of doors generally called ‘overhead or overhead coiling doors’ are here in the PWS grouped into 3 categories, rollup, overhead and shutters by specific technical requirements. Comparison of these overhead doors is presented in the Appendix B, Comparison Chart of Doors. Typical ITM (inspection, test, and maintenance) work tasks are described in the Appendix D, only for reference purpose.
1.1. INITIAL SURVEY AND PRE-INSPECTION SERVICE (BASE YEAR ONLY)
1.1.1 The Contractor shall perform an initial survey and inspection of each roll-up, overhead and shutter door to collect technical data/quantities from respective buildings, ascertain the status of each door, and to prepare reports for any repairs necessary to restore the doors to operable condition. In addition the findings will be incorporated into the contract. Recommended survey data are, but not limited to, those displayed on the Appendix C. Reasonable care shall be exercised to preclude damaging the door and its components during disassembling, inspection and testing operations. This survey and inspection shall be completed within 45 days after the Notification to Proceed (NTP) from the Contracting Officer (KO) and shall be performed along with 1st maintenance work as described in the paragraph 1.2.
1.1.2 The Contractor shall determine level of maintenances and repairs required and shall prepare an inspection report for each door. This report shall include building number; location of each door, door type (overhead, rollup or shutter) and itemized list of parts & cost to replace, paint or repair door parts.
1.1.3 When an initial survey and inspection of an (overhead, rollup or shutter) door indicates that an economical repair is not feasible and (overhead, rollup or shutter) door needs entire replacement and installation the Contractor shall coordinate with the COR to obtain written approval from the KO for a DO. The request shall include a description of the defective component being replaced and the estimated cost with at least three quotes for (overhead, rollup or shutter) door defective components and submit to COR for approval. A report shall be submitted to the COR indicating the building number and (overhead, rollup or shutter) door location along with a description of the work performed and the warranty provided.
1.2. PREVENTIVE MAINTENANCE (PM) SERVICES THREE TIMES a YEAR The Contractor shall perform PM during : April, August, December inspection, to ensure reliable and continuous safe operation of all (overhead, rollup or shutter) doors. The maintenance work shall be in accordance with commercial practices or manufacturer’s specifications, if available, and shall be intended to maintain the (overhead, rollup or shutter) door in safe and reliable operating condition until the next scheduled maintenance. The Contractor shall provide all parts/materials for PM services.
1.2.1 Notice to building custodians and of shutdowns. The contractor shall notify the COR and coordinate with the building custodian of any work to be performed in a building under this contract that would tend to disrupt the conduct of normal Government business. The contractor shall notify the COR and building custodian at least two (2) working days in advance of such scheduled work. Notification shall include the type of work to be done, estimated period of completion and impacted area by this service.
1.2.2 The contractor shall be responsible for all the consumables, expendables, and regular replacement items that are incidental to a job and for which the total direct cost of any one material line item shown on the material estimate is KRW 30,000 or less (In US $ 30 or less) in order to keep the door operable. Example of these materials and supplies include, but are not limited to, all type of screws, bolts & nuts, washers, lubricants, sand papers, welding supplies, cleaners, caulk, electrical tape, connectors, chains, nails, oil, rags, touch-up paint and other expendables used in metal and door work.
1.2.3 Preventative maintenance work shall include, but not be limit to, testing, inspection, lubrication, fastening joints, check torsion spring rewinding & balancing actions, control calibration, overload check, safety operation check and any other items necessary to operate each (overhead, rollup or shutter) door properly and in a safety manner. Typical guidelines are attached on Appendix D, which is provided for reference purpose. The contractor shall develop an appropriate checklist and performance frequencies based on each type of door and submit these maintenance checklists and performance frequencies to the COR for review and approval.
1.2.4 Work without prior approval from the COR, the contractor shall not maintain any door that is not on appendix A and initial survey findings or has been found to be intentionally shutdown by the government. If such a door needs to be repaired, the contractor shall report this to the COR to verify repair, along with details on the building number and which part of door is to be repaired. If a door has been found to be temporarily shut-down or out-of-service (as for example, during an exercise), the contractor shall reschedule the maintenance on this piece of equipment and report this rescheduling to the COR. Facility Manager needs to be inform of repairs in order to avoid miscommunication on intentionally shut down doors.
1.2.5 Maintenance Reports: 1 The Contractor shall prepare and submit at least two (2) copies of a written report within two (2) business days of the inspection in accordance with DD Form 1423, Contract Data Requirements List (CDRL) and as specified in Appendix C of this solicitation. The report shall identify each (overhead, rollup or shutter) door, the location, maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the roll up door. If repairs require work considered over and above routine maintenance work, parts repaired/replaced/serviced, recommended repair/parts/estimated cost, and technician’s signature. The Contractor shall coordinate with the COR to notify the KO for appropriate decision and action.
1.3. SERVICE UNDER AS REQUIRED:
1.3.1 EMERGENCY CALL: An emergency service call results in mission shutdown or immediate threat to personnel or property. Exterior rollup, overhead and shutters doors in buildings that are not manned 24 hours a day must be securable. Any exterior rollup, overhead and shutters door that will not close and lock should be treated as an emergency for buildings that are not manned 24 hours. If a building is manned 24 hours a day, 7 days a week, an exterior rollup, overhead and shutters door that will not lock is not an emergency. The Contractor shall respond to emergency repair calls within two hours from the time of notification during normal business hours and within three hours from the time of notification at times other than normal business hours that the (overhead, rollup or shutter) doors are out of service. A call of this type would suggest that there are security issues, or the roll up door condition could result in life, or property endangerment, or could have an adverse effect upon personnel, equipment and mission accomplishment. Emergency service shall be provided, 24 hours a day, seven days a week including holidays. If this type of call requires emergency repair, the Contractor shall prepare and submit to the Government a detailed written report within two business days after the emergency repair. The report shall include the date and time of the service call, the location of the door, the repairs performed, and the name of the technician performing the repairs. On call repair will be requested by the Contracting Officer or his/her designated representative based on customer needs and deficiencies identified on initial survey or preventative maintenance.
1.3.2 Service Call: Service call shall include troubleshooting, adjustment, testing, repair, and other work necessary to restore the Exterior rollup, overhead and shutters door(s) to a safe and operable condition within four (4) direct hours for labor and equipment, and material/repair part cost less than W50,000 ($50.00) per service call.
1.3.2.1 After restoring the Exterior rollup, overhead and shutters doors to an operable condition, the contractor shall submit a new maintenance report of service call to the COR within three (3) business days. The maintenance report shall specify the types of work performed, completed time, and either recommended ELINs needed or a list of repair parts provided, if furnished. Report shall list any other additional information important to ensure proper door functioning and operation.
1.3.2.2. If the service call cannot be accomplished within four (4) hours and less than KRW50, 000 ($50.00) for consumable/repair parts, the contractor shall inform the COR in writing. This may be done verbally at first, but must be provided in writing within one week. The written communication will identify all relevant aspects including but not limited to root cause and or corrective actions necessary. The Contractor shall evaluate whether the repairs may continue to be accomplished or performed as unscheduled repair/replace of parts. If the COR concurs with the Contractor’s rationale for unscheduled repair/replace of parts, the proposed repair shall be accomplished via DO.
1.3.3 UNSCHEDULED REPAIR/REPLACE OF PARTS: The contractor shall provide all labor, personnel, equipment, tools, materials, vehicles, and supervision to perform ELINs repair and replacement of parts service.
Unscheduled repair/replace of parts shall be performed under this paragraph as requirement portion through the issuance of DO, under Exhibit #1, ELINs.
1.3.4 All repair work shall be in accordance with commercial practices using parts specified by the part manufacturer or items of equal or better quality. The contractor shall keeping records of all material warranties.
1.3.5. All unscheduled repair/replace of parts and work shall have a 150-calendar day warranty.
1.3.6 Performance period of unscheduled repair/replace of part will be decided by the COR under each DO.
1.3.7 REPORT: “The contractor shall report ALL contractor labor hour (including subcontractor labor hours) required for performance of services provided under this contract for the [NAMEDCOMPONENT] via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
