PERFORMANCE WORK STATEMENT (PWS)

Backflow Installation Testing and Service

1. GENERAL: This is a non-personnel services contract to provide Backflow Installation Testing and Service. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform test and repairs to include service calls for backflow preventers, and shall perform a cross-connection survey of a regulatory mandated percentage of the backflow devices at the U.S. Army Combined Arms Support Command and Fort Lee, Fort Lee, VA as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: Proper operation and maintenance of backflow device is required to ensure the safety of drinking water for residents and employees on Fort Lee. The backflow prevention device is used to protect potable water supplies from contamination or pollution due to backflow. In water supply systems, water is normally maintained at a significant pressure to enable water to flow from the tap, shower, or other fixture.

Water pressure may fail or be reduced when a water main bursts, pipes freeze, or there is unexpectedly high demand on the water system (for example, when several fire hydrants are opened). Reduced pressure in the pipe may allow contaminated water from the soil, from storage, or from other sources to be drawn up into the system.

1.3 Objectives: Contractor will test, service, and maintain backflow devices on Fort Lee VA in accordance with all Federal, state, and local requirements.

1.4 Scope: The Contractor shall perform test and repairs to include service calls for backflow preventers at the U.S. Army Combined Arms Support Command and Fort Lee, Fort Lee, VA. Contractor shall perform a cross-connection survey of a regulatory mandated percentage of the backflow devices. All services shall be performed in accordance with the requirements and standards described herein and in the Performance Requirements Summary (PRS), which summarizes the services, associated standards, and the Acceptable Quality Levels (AQLs). Performance of services shall also be accomplished in accordance with all applicable regulations and mandates as listed in Section 6.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year: 1 April 2022 - 31 March 2023 Option Year I: 1 April 2023 – 31 March 2024 Option Year II: 1 April 2024 – 31 March 2025 Option Year III: 1 April 2025 – 31 March 2026 Option Year IV: 1 April 2026 – 31 March 2027
