52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, lowest technically acceptable priced and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical

(ii) Past Performance

(iii) Price

Technical Mission Capability

Sub-factor 1: Technical Approach the Government will evaluate the vendor’s compliance with part five of the PWS. In order to be rated “Acceptable” for this factor, proposals must describe the vendor’s approach to providing preventative maintenance to the systems in the referenced paragraphs

Sub-factor 2: Management Approach the Government will evaluate the vendor’s management approach for compliance with part five of the PWS. For an “Acceptable” rating, proposals shall provide the vendor’s management approach of recruiting personnel that possess the skills, knowledge, training, certifications and licenses associated with the required positions. Technical evaluation will be on an “acceptable” “unacceptable” or "neutral" basis using the following ratings:

Sub-factor 3: Special Qualifications The vendor shall describe its compliance with General Section 1.6.8 of the PWS. The vendor shall furnish in writing to the Contracting Officer evidence of qualifications for each of his maintenance and service employees prior to commencing work under this contract. All employees assigned by the Contractor to perform the work under this contract shall be physically able to do the assigned work and have a minimum of one (1) year of experience

Past Performance - Past Performance will be evaluated from the references submitted providing the requested information about previous projects held. The Government also has the right to contact former customers, government agencies, and other private and public sources of information. Vendor must either provide the requested information or state that it possesses no relevant (projects within the past 3 years), directly related or similar past performance. Past performance will be on an “acceptable” “unacceptable” or "neutral" basis using the following ratings:

b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

c) Award Determination. All proposals will be evaluated using the criteria above. In order to be considered for Award, a proposal must receive an acceptable or neutral rating during the evaluation process for Past Performance. All proposals that receive an acceptable or neutral ratings will then be ranked according to overall price to include Base plus Options. The proposal who has the Lowest Priced that is deemed complete and reasonable will receive the contract award. The Government intends to award one (1) contract.

d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Price

1) The Government will evaluate the price for each proposal for award purposes by adding the total price for all contract line items to include option years and six (6) months extension, within the request for quote (RFQ)/solicitation requirement. Price will be evaluated for completeness and reasonableness. Unrealistically low prices may be grounds for eliminating a proposal from competition on the basis that the vendor does not understand the requirement or that the vendor’s approach poses great risk of poor performance.

a) Completeness: The proposal covers all requirements of the specifications, includes all pricing information required by the solicitation, and the Schedule of items is completed as required. The contractor must provide pricing for the base and all option years plus six (6) month extension (52.217-8).

b) Reasonableness: Prices are reasonable in comparison to estimates, prior prices paid, and competition, can be supported by suitable estimating techniques.

2) The total amount of all CLINs will be the total evaluated price for each proposal.

(End of provision)
