1PWS 1.8 Place of PerformancePWS 1.8. Place of Performance: The work to be performed under this contract shall be performed at the contractor’s site.Vendor has employees capable of this work in multiple states, with the ability to recruit nationwide for the right talent. The team providing these services would likely be working in a distributed model in various states.
It seems like this work will be performed remotely and conducted primarily through email, telephone calls, and likely with video or teleconference meetings to coordinate requirements. Will the Government accept a solution that provides remote support from a distributed team rather than one team working at the contractor's site?"contractor’s site" is converse to "Government's (provided) site"; whether it be centralized at a location of their choice or a distributed team is up to them. The Government will not provide workspace for this requirement.
3PWS Section 2.1.1 AND 2.2.2PWS 2.1.1 (end of paragraph) ...To fulfill this mission, SSI and USAWC Press publish an average of 60–100 products a year; ranging from 4-page articles and web essays to 40–100 page monographs and book-length manuscripts of 250–800 pages. The Press also publishes four (quarterly) editions of the War College’s scholarly journal, averaging 160 pages per volume. In addition to its print and electronic manuscripts, the Press furthers the influence and distribution of USAWC scholarship through multimedia works, to include recorded author interviews, podcasts, and video presentations.
PWS 2.1.2 (end of paragraph) ...To fulfill this mission, CSL publishes the results of its analytical and technical research and experiments through an average of 20-30 products a year; ranging from 4-page articles, web essays, and quarterly newsletters to 40-100 page monographs and experimentation reports and book-length manuscripts of 150-300 pages. CSL primarily formats and presents its products based on the specific needs of external clients. The pricing requirement and CLIN structure for this effort is Firm Fixed Price. The range for SSI of 60 - 100 products varying from 4 pages to 800 pages, and for CSL of 20-30 products ranging from 4 - 300 pages makes a fixed price bid very difficult. The potential contractor is taking on substantial risk based on an unknown quantity of work. For example, 80 products of which 45 are 4 pages, 25 are 40 - 100 pages, and 10 are 250 - 800 pages is much easier to price given the number of edits required.Would the Government provide additional information on the scope of work required, giving contractors an estimate or historical trends around the type and number of specific products (i.e., articles, monographs, book-length manuscripts, and audio/visual products)?See Word document
2PWS Section 4.1.1 AND Addenda Editing document, Quote Submission, Volume 3: Price QuotePWS 4.1.1. Editing and Proofreading: For written products, the Managing Editor will email the initial manuscript to the contractor in Word format. The page count for the project and subsequent billing is determined by the total number of pages of the manuscript, inclusive of the front and back covers and front and back matter.

Volume 3:

Price Quote - The goal of this solicitation is to obtain services on a firm-fixed price contract, with bottom line prices annotated on the bid schedule.

The pricing requirement and CLIN structure for this effort is Firm Fixed Price, however PWS Section 4.1.1 seems to indicate that billing is determined by total number of pages per project. Can the Government confirm this is a Firm Fixed Price effort and that the PWS reference to billing by total number of pages is an error? If so, can the Government correct the PWS to remove references to billing by page?Fixed
4PWS 4.3.1PWS 4.3.1 (middle of the paragraph) ...Multimedia products (audio-video) will be edited to professional industry standards and present material in a manner consistent with the USAWC Press mission.Various places refer to multimedia requirements and mention audio, video, and podcasts. The specific requirement appears to be editing audio/video as opposed to producing these products.

In addition, the PWS doesn't describe the tools used for production and editing currently in use at USAWC.

Based on the firm-fixed nature of the contract, it would be helpful if the Government could clarify the multimedia requirement (e.g., editing as opposed to production, production, or some combination of the two), as well as the scope of the requirement - how many multimedia products a year. Can the Government clarify two things related to the multimedia requirement?

1) Can the Government clarify if the multimedia support is primarily or solely an editing exercise?

2) Can the Government provide an estimate or historical trends related to the number of multimedia products supported?PWS. 4.1.5- The contractor will support the Press by editing audio and video recordings provided by the USAWC Press.
5No reference - please see Question in Column ENo reference - please see Question in Column ENo discussion - please see Question in Column ECan the Government advise if this is a new requirement or if there is an incumbent? If there is an incumbent, can the Government provide the contract number for the existing work?New Requirement
