Revised Attachment 5 Personnel Qualifications and Experience

Senior Contract Program Manager (Subject Matter Expert/Senior Management Level) (Proposed Resume Required)

English Ability to speak Spanish is desirable, but not mandatory Shall possess a minimum of ten (10) years of AOR experience. Shall be experienced in managing a theater-wide set of large, complex, dynamic operational and technical programs focused on daily operations within a Theater Special Operations Command (TSOC). Must be able to demonstrate the skills, knowledge, experience, proficiency, and situational awareness to perform, at a minimum, the services outlined in section 5.11. Shall have experience in reporting requirements, daily operational meetings with higher headquarter commands managing/directing a full operational contractor staff.

Shall possess a minimum of 5 years of program/project management/contract execution experience.

Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.

Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess a minimum of ten (10) years of AOR experience (See Note below) Shall possess a minimum of 5 years of military operational background at a Headquarters or TSOC level.

Shall possess a minimum of 5 years of program/project management/contract execution experience Must possess a BA/BS degree

Battle watch Support Team (Entry Level/Low Management Level)

English
Shall possess a minimum of 3 years of AOR experience.

Secret or Interim Secret Clearance level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission. Active Secret Clearance no later than 3 months from contract award Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Past military experience is highly desired

Shall possess a minimum of 3 years of AOR experience is required (See Note below)

Battlewatch Supervisor (Journeyman/Middle Management Level)

English
Shall possess a minimum of five (5) years of AOR experience. Shall possess demonstrated supervisory level experience in leading a military operations center/Battle watch or equivalent experience.

Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.

Familiar with MS WORD, EXCEL, and POWERPOINT class/course. Past military experience is highly desired

Shall possess a minimum of 5 years of AOR experience. (See Note below) Shall possess demonstrated supervisory level experience in leading a military operations center/Battle watch or equivalent experience.

Specialized Anti-Terrorism / Force Protection (AT/FP) Threat Specialist (Subject Matter Expert/Upper Management Level)

Bi-Lingual (English & Spanish) is mandatory
Shall possess a minimum of five (5) years of AOR experience. Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.3.

Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.

Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall have past completion through Defense Critical Infrastructure Program (DCIP (Risk Assessment/Risk Response/Critical Asset Identification Process) with ability to maintain currency

Completion of Conventional Physical Security/Crime Prevention Course DoD Security Engineering Planning and Standards Blast Resistant Structural Design VAPO Vulnerability Assessment Protection Option Entry Control Facilities / Access Control Points (ECF/ACP) is highly desirable

Shall possess a minimum of 5 years of AOR experience. (See Note below) Level II ATO certified Shall have past completion through Defense Critical Infrastructure Program (DCIP (Risk Assessment/Risk Response/Critical Asset Identification Process) with ability to maintain currency Ability to pass annual Defense Language Proficiency Test (DLPT) with a minimum score of 2/2

SOCSOUTH Specialized Defense Readiness Reporting System (DRRS) Specialist (Journeyman Level/Middle Level Management)

English
Shall possess a minimum of five (5) years of AOR experience. Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.4.

Shall possess a minimum of (3) years of DRRS experience Secret or Interim Secret Clearance level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission. Active Secret Clearance no later than 3 months from contract award Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess a minimum of 5 years of AOR experience (See Note below) Shall possess a minimum of 3 years of DRRS experience

SOUTHCOM Specialized Defense Readiness Reporting System (DRRS) Support Specialist Team (1 Subject Matter Expert/Upper Management & Remainder of proposed team at Journeyman/Middle Level Management)

English
Shall possess basic knowledge of the SOUTHCOM AOR and its mission, demonstrating the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.9. Shall either be pre-trained and experienced with the DRRS system or acquire/demonstrate acceptable proficiency (as judged by the government supervisor) to use and instruct DRRS within 3 months of hire. At minimum, one member of proposed team shall possess a minimum of 1 year experience instructing the Joint Staff certified DRRS Operational Employment Course.

Shall be a retired U.S military officer (O4 minimum, O5/O6 desired); Shall possess 2 or more years teaching/instructing/training in any area; Shall possess at least 2 years’ experience at a higher headquarters (HQ SOUTHCOM desired, or Joint Staff, another Geographic Combatant Command or SOUTHCOM subordinate command).

Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.

Shall possess military operational background with experience at an operational level Headquarters.

Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess either 3 years direct experience with DRRS or 3-5 years’ experience in military planning at the operational or strategic level One member of proposed team shall possess a minimum of 1 year experience instructing the Joint Staff certified DRRS Operational Employment Course.

Global Force Management Support Team (Subject Matter Expert/Upper Level Management) (Proposed Resumes Required)

English

Shall possess a minimum of ten (10) years of AOR experience. Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.5.

Shall possess demonstrated Global Force Management experience within an operational environment depicting a firm understanding of the assignment, allocation, and apportionment processes; and the functionality of the tools, guidance and procedures that support the National Defense Strategy.

Shall have past completion of Global Force Management Overview and Joint Capabilities Requirements Manager Course with ability to maintain currency

Secret or Interim Secret Clearance level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission. Active Secret Clearance no later than 3 months from contract award

Proof of Training completion of a MS WORD, EXCEL, and POWERPOINT class/course is mandatory.

Shall possess a minimum of 10 years of AOR experience (See Note below) Shall possess demonstrated Global Force Management Experience Shall have past completion of Global Force Management Overview and Joint Capabilities Requirements Manager Course with ability to maintain currency

Program Support Manager (Journeyman/Middle Level Management)

Bi-Lingual (English & Spanish) is mandatory
Shall possess a minimum of three (3) years of AOR experience. Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.7.

Shall possess a minimum of 5 years of logistical experience with asset management/inventory control Shall have demonstrated experience working with PBUSE or similar DoD inventory system.

Demonstrated experience facilitating VISA applications process preferred (ie: development of VISA application package/Embassy submittal/tracking status) Secret or Interim Secret Clearance level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission. Active Secret Clearance no later than 3 months from contract award Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess a minimum of (3) years of AOR experience (See Note below) Shall possess a minimum of 5 years of logistical experience with asset management/inventory control Ability to pass annual DLPT with a minimum score of 2/2

Regional Fusion Cell Team (Journeyman/Middle+ Management)

Bi-Lingual (English & Spanish) is mandatory
Shall possess a minimum of five (5) years of AOR experience. Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.8.

Shall be familiar with Joint Staff/Combatant Command/DoD organizational structures and military operations. Practical operational experience or military service.

Special Operations or Special Forces experience preferred.

Shall possess demonstrated knowledge with plans, policy, and strategy development

Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.

Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess a minimum of 5 years of AOR experience. (See Note below) Must possess a BA/BS degree Ability to pass annual DLPT with a minimum score of 2/2

Regional Fusion Cell Team Supervisor (Subject Matter Expert/Upper Level Management) (Proposed Resume Required)

Shall possess demonstrated knowledge with plans, policy, and strategy development at senior leadership level Familiar with MS WORD, EXCEL, and POWERPOINT class/course.

Shall possess a minimum of 10 years of AOR experience. (See Note below) Must possess a BA/BS degree Ability to pass annual DLPT with a minimum score of 2/2

NOTE AOR Definition: Acceptable AOR experience shall be within any of the following command levels: Headquarters USSOCOM (HQ USSOCOM), USSOCOM Sub-Unified Commands, U.S. Army Special Operations Command (USASOC), Naval Special Warfare Command (NSWC), Air Force Special Operations Command (AFSOC), Marine Corps Special Operations Command (MARSOC), and all Component sub commands to include U.S. Southern Command (USSOUTHCOM) and Special Operations Command South (SOCSOUTH).
