Purpose of the J&A is to award a sole source contract to an incumbent contractor (Tribalco) to continue information systems support for a period of 4 months until a new award can be put in place. The incumbent is currently providing the services under a contract awarded by Department of Interior (DOI). The value of the contract is estimated at .

6.302-1: Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Needs

USFOR-A requires C4 IT Services for engineering, operations, and maintenance of the CJOA-A information domain. To meet this four month requirement there is only one reasonable source which is the current incumbent contractor, Tribalco LLC. The incumbent contractor's employees are already cleared/properly badged and have the necessary qualifications/access to Government systems to accomplish the tasks associated with the contract which will help the Government avoid a gap in this mission critical service. It

There are no alternatives other than a bridge contract to ensure there is no gap in services.

Failure to procure the service from the incumbent will result in a gap of coverage and USFOR A does not have adequate organic personnel with the appropriate training, experience, and expertise to continue critical operations with in house resources. A gap in service will render USFOR-A unable to engineer, operate, maintain, protect the Government network.

(b) Other facts:

There are none at this time for the 4-month bridge. Future competition for this requirement will be fulfilled by one of the two following methods: 1) utilize an existing Department of Interior (DOI) IDIQ contract that could be in place on/about 15 DEC 16, or 2) utilize the OMDAC-SWACA IDIQ contract that is administered by Army NETCOM

Nothing for this 4 month contract.

No research was done for the 4 month contract period.

The Government posted a sources sought to FBO but withdrew it due to the decision on who was to award the follow on was still being decided. Final decision was made to move the contract to Department of Interior for follow on award.

Tribalco, LLC

The existing modification extended a Letter Contract for a 6 month extension which expires 12 Nov 16. DOI will re-compete the requirement and will require a 4 month bridge contract to allow for mobilization. Regardless of which contract vehicle the Department of Interior utilizes for the follow on, the 4 month bridge contract will still be required in order to avoid a gap in this mission critical service.
