Questions

1. Paragraph 1.6.16 states a requirement for certain company level certifications. Is the company authorized to receive those certifications after establishing our lab in Bagram? The accreditation requires an on-site inspection which cannot be conducted until the contract is fully operational. The government would like clarification to this question. It sounds like the company wants to afford their employees the ability to recertify at their lab here at Bagram. If this is the case, how does the company propose to do that? Contractors should be certified prior to award.

The paragraph indicates two separate certifications; (1) personnel certifications and (2) a company certification of the actual lab facility being used. All contractor personnel will be fully certified prior to beginning their work. However, the facility provided by the government in Bagram will not be certified but can be certified after our personnel set it up and ensure it meets the necessary standards for accreditation. Will the government accept proposals from non-accredited companies but with appropriately certified personnel?

The requirement is clear in that both the company needs to be accredited and the employees must be certified as noted in the PWS. The government expects both the company and its employees to retain their respective certifications during the course of this contract.

Concerning the lab equipment that is being provided, should there be a need for any of the equipment to be serviced, that will fall on the government to correct. All equipment will be maintained to the same standards as indicated in the PWS.
